3     Amendment (with title amendment)
4     Between line(s) 935 and 936, insert:
5     Section 28.  In order to implement Specific Appropriations
62652-2660 of the 2004-2005 General Appropriations Act,
7notwithstanding any provision of law to the contrary and for the
82004-2005 fiscal year only, each state contract over $50,000 for
9the performance of services must specify that only United States
10citizens or residents within the United States may be employed
11to perform services under the contract or any subcontract under
12the contract. If a contractor is found to be in violation of the
13state contract for the performance of services with regard to
14the residence of employees as provided in this section, the
15contractor and its principals shall be deemed ineligible to
16receive any state contract, grant, or incentive funding for the
17remainder of the fiscal year. This section expires July 1, 2005.
