| 4 | Between line(s) 935 and 936, insert: |
| 5 | Section 28. In order to implement Specific Appropriations |
| 6 | 2652-2660 of the 2004-2005 General Appropriations Act, |
| 7 | notwithstanding any provision of law to the contrary and for the |
| 8 | 2004-2005 fiscal year only, each state contract over $50,000 for |
| 9 | the performance of services must specify that only United States |
| 10 | citizens or residents within the United States may be employed |
| 11 | to perform services under the contract or any subcontract under |
| 12 | the contract. If a contractor is found to be in violation of the |
| 13 | state contract for the performance of services with regard to |
| 14 | the residence of employees as provided in this section, the |
| 15 | contractor and its principals shall be deemed ineligible to |
| 16 | receive any state contract, grant, or incentive funding for the |
| 17 | remainder of the fiscal year. This section expires July 1, 2005. |
