1 A bill to be entitled
2 An act relating to license plates; amending ss.
3 320.08056, 320.08058, F.S.; creating a Save Our
4 Seas license plate; providing for the
5 distribution of annual use fees received from
6 the sale of such plates; providing an effective
7 date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (ss) is added to subsection (4)
12 of section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (ss) Save Our Seas license plate, $25, except for
17 commercial vehicle fleets of more than 10 vehicles, the fee
18 shall be $10 per plate.
19 Section 2. Subsection (45) is added to section
20 320.08058, Florida Statutes, to read:
21 320.08058 Specialty license plates.--
22 (45) SAVE OUR SEAS LICENSE PLATES.--
23 (a) The department shall develop a Save Our Seas
24 license plate as provided in this section. The word "Florida"
25 must appear at the top of the plate, and the words "Save Our
26 Seas" must appear at the bottom of the plate.
27 (b) The annual use fees shall be distributed to the
28 Harbor Branch Oceanographic Institution, Inc., to fund
29 aquaculture research and education programs. Up to 15 percent
30 of the funds received by the institution may be used for
31 administrative costs directly associated with the Harbor

1 Branch Oceanographic Institution's marine science and marine
2 education programs and this specialty license plate funding.
3 Up to 10 percent of the funds may be used for continuing
4 promotion and marketing of the license plate. Ten percent of
5 the funds shall be distributed to the Guy Harvey Research
6 Institute at Nova Southeastern University and used to conduct
7 scientific research and education on marine plants and animals
8 and coastal oceanography in state marine waters; collect and
9 analyze long-term data sets on the state's critical marine
10 habitats; determine changes in populations and communities of
11 marine organisms and their impacts on the state's use of
12 marine resources; maintain reference collections of scientific
13 specimens and photographic archives of the state's marine
14 plants and animals; and conduct scientific conferences of
15 relevance to the state's marine resources and marine
16 management, uses, and conservation.
17 Section 3. This act shall take effect July 1, 2004.
