1 A bill to be entitled
2 An act relating to specialty license plates;
3 amending ss. 320.08056 and 320.08058, F.S.;
4 creating the Family Values license plate;
5 providing for an annual use fee; providing for
6 the distribution of such fees received from the
7 sale of the plates; providing an effective
8 date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Paragraph (ss) is added to subsection (4)
13 of section 320.08056, Florida Statutes, to read:
14 320.08056 Specialty license plates.--
15 (4) The following license plate annual use fees shall
16 be collected for the appropriate specialty license plates:
17 (ss) Family Values license plate, $25.
18 Section 2. Subsection (45) is added to section
19 320.08058, Florida Statutes, to read:
20 320.08058 Specialty license plates.--
21 (45) FAMILY VALUES LICENSE PLATES.--
22 (a) The department shall develop a Family Values
23 license plate as provided in this section. Family Values
24 license plates must bear the colors and design approved by the
25 department. The words "Family Values" must appear at the top
26 of the plate, and the word "Florida" must appear at the bottom
27 of the plate.
28 (b) The annual use fees shall be distributed to
29 Sheridan House, Inc., to be used in the following manner:
30 1. Sheridan House, Inc., shall retain all revenues
31 from the sale of Family Values license plates until all

1 startup costs for developing and establishing the plates have
2 been recovered.
3 2. Up to 5 percent of the funds received by Sheridan
4 House, Inc., shall be expended for administrative costs
5 directly associated with the operations of Sheridan House,
6 Inc., and up to 20 percent of the funds received shall be
7 expended for promotion and marketing of the license plate.
8 3. All remaining funds shall be expended by Sheridan
9 House, Inc., to fund residential care programs, family
10 counseling, social services for single parents and their
11 children, resources materials, and facility construction.
12 Section 3. This act shall take effect July 1, 2004.
