House Resolution
3A resolution requesting the Congressional Delegation of
4the State of Florida to support the President's efforts to
5protect the United States from terrorists and the
6proliferation of weapons of mass destruction.

8     WHEREAS, in the immortal words of former President Franklin
9Delano Roosevelt, "When you see a rattlesnake posed to strike,
10you do not wait until he has struck before you crush him," and
11     WHEREAS, the terrorist attacks of September 11, 2001,
12showed that new deadly challenges have emerged from rogue states
13and terrorists, and
14     WHEREAS, the proliferation of weapons of mass destruction
15has fundamentally changed the nature of threats against the
16United States and our allies, and
17     WHEREAS, a coordinated chemical, biological, or nuclear
18attack against the United States or our allies will cost the
19lives of millions of innocent Americans and other individuals,
20as well as cause immeasurable damage to the United States and
21world economies, and
22     WHEREAS, the United States cannot wait patiently and allow
23radical regimes that support terrorism to acquire or manufacture
24illegal weapons of mass destruction and pass them onto terrorist
25organizations, and
26     WHEREAS, if the United States does not meet this terrorist
27threat in the streets of Baghdad and Kandahar, Americans will be
28forced to fight terrorists in the streets of Boston and Kansas
29City, and
30     WHEREAS, President Bush has correctly stated that the
31United States has the right to defend the United States or our
32allies if the world community refuses to enforce the rule of law
33to deter or remove future threats from tyrannical regimes and
34the proliferation of weapons of mass destruction, NOW,
35THEREFORE,

37Be It Resolved by the House of Representatives of the State of
38Florida:

40     That the House of Representatives of the State of Florida
41requests that our Representatives and Senators in the United
42States Congress support President Bush and his efforts to keep
43the United States and our allies safe from terrorists, dangerous
44authoritarian regimes, and weapons of mass destruction.
45     BE IT FURTHER RESOLVED that copies of this resolution be
46transmitted to the members of the Congressional Delegation of
47the State of Florida.
