5 | (b) The subject matter of a revision or amendment to this |
6 | constitution proposed by initiative must be of constitutional |
7 | stature. If the Supreme Court determines that the proposed |
8 | initiative is not of constitutional stature, the Supreme Court |
9 | shall direct the Secretary of State to place the question on the |
10 | next general election ballot as a statutory initiative, which |
11 | shall be provided for by general law. A provision of |
12 | constitutional stature is a provision that guarantees important |
13 | fundamental rights, requires the legislature to address an issue |
14 | of great importance, limits the powers of the three branches of |
15 | government, or repeals a provision of this constitution not of |
16 | constitutional stature. |
