3     Amendment (with ballot statement amendment)
4     Remove line(s) 29-38, and insert:
5     (b)  The subject matter of a revision or amendment to this
6constitution proposed by initiative must be of constitutional
7stature. If the Supreme Court determines that the proposed
8initiative is not of constitutional stature, the Supreme Court
9shall direct the Secretary of State to place the question on the
10next general election ballot as a statutory initiative, which
11shall be provided for by general law. A provision of
12constitutional stature is a provision that guarantees important
13fundamental rights, requires the legislature to address an issue
14of great importance, limits the powers of the three branches of
15government, or repeals a provision of this constitution not of
16constitutional stature.
