3     Amendment (with title amendment)
4     Remove everything after the resolving clause and insert:
5     That the Congress of the United States is requested to
6support Senator John Kerry's tax plan.
7     BE IT FURTHER RESOLVED that copies of this resolution be
8dispatched to the President of the United States, to the
9President of the United States Senate, to the Speaker of the
10United States House of Representatives, and to each member of
11the Florida delegation to the United States Congress.

14     Remove the everything before the resolving clause and
15insert:

House Resolution
17A resolution urging the Congress of the United States to
18support Senator John Kerry's tax plan.
19
20     WHEREAS, according to the Institute for Economic Justice,
21the overall tax burden of Floridians has increased for ninety-
22seven percent of taxpayers, and
23     WHEREAS, tax cuts in the hands of middle class families
24will stimulate job growth by encouraging spending and
25responsible savings, and
26     WHEREAS, United States Senator John Kerry has proposed a
27sweeping tax reform package that will extend additional tax cuts
28for middle class families, including new tax credits for health
29insurance and college tuition, and
30     WHEREAS, the John Kerry plan will make permanent additional
31child tax credits, marriage penalty provisions, and lower tax
32brackets for low-income families, and
33     WHEREAS, the John Kerry plan will extend these additional
34tax cuts by rolling back tax cuts for America's wealthiest one
35percent of income earners, and
36     WHEREAS, the John Kerry plan will help create new jobs in
37places like New Port Richey rather than New Delhi by
38fundamentally reforming America's international tax system, by
39eliminating tax breaks for companies creating jobs overseas and
40using those funds to lower the corporate tax rate, and
41     WHEREAS, the John Kerry plan will restart job growth today
42by creating an expanded New Jobs Tax Credit for companies that
43create jobs in manufacturing and for other industries affected
44by outsourcing, and
45
46     WHEREAS, the John Kerry plan is fiscally responsible and
47will not extend record deficits into future decades, NOW,
48THEREFORE,
