House Resolution
2A resolution requesting the members of the Congressional
3Delegation of the State of Florida to support federal
4legislation to make the federal tax cuts permanent.
5
6     WHEREAS, each year President Bush has proposed and Congress
7has enacted a tax cut designed to strengthen the American
8economy and increase employment opportunities for working
9families, and
10     WHEREAS, tax cuts signed into law reduced income taxes for
11all taxpayers, eliminated the marriage penalty and death tax,
12increased the child credit rebate and business expensing,
13expanded Individual Retirement Accounts, and cut the double
14taxation of dividends and capital gains, and
15     WHEREAS, economic growth stemming from the latest tax cut
16accelerated at its fastest rate in twenty years in the third
17quarter of 2003, and
18     WHEREAS, provisions set forth in the tax cuts are set to
19expire starting in 2005 and will be completely phased out by the
20year 2012, and
21     WHEREAS, expiration of the existing tax cuts will increase
22taxes by 50 percent for lower-income families, the child-credit
23will fall by 50 percent, the marriage penalty will be
24reinstated, education savings will be taxed, retirement savings
25will shrink, and every taxpayer will face an income tax
26increase, and
27     WHEREAS, expiration of the existing tax cuts will result in
28the largest tax increase in American history and stifle economic
29growth, and
30     WHEREAS, making all the tax cuts permanent will allow
31taxpayers to feel more confident investing in their children's
32college education or saving for retirement, all while ensuring
33increased economic growth, NOW, THEREFORE,

35Be It Resolved by the House of Representatives of the State of
36Florida:

38     That the House of Representatives of the State of Florida
39requests our elected Representatives and Senators in the United
40States Congress to support and vote to make President Bush's tax
41cuts permanent.
42     BE IT FURTHER RESOLVED that copies of this resolution be
43transmitted to the members of the Congressional Delegation of
44the State of Florida.
