House Resolution
2A resolution urging the United States Congress to give
3first priority to supporting and passing the Defense
4Appropriations bill.

6     WHEREAS, the security of our nation and people is the first
7and foremost obligation of the Federal Government, and
8     WHEREAS, the men and women of our United States armed
9forces now serving in the Army, Navy, Air Force, Marine Corps,
10Coast Guard, Merchant Marines, National Guard, and Reserves have
11shown great courage and self-sacrifice and deserve to be
12equipped with the best weapons and resources to protect our
13nation, and
14     WHEREAS, in past years, politicians have delayed passing
15the Defense Appropriations bill until late in the budget year so
16that the Defense Appropriations bill was misused as a dumping
17ground for pork barrel spending and as a political hostage to
18pork barrel spending in other appropriations bills, and
19     WHEREAS, in the wake of the terrorist attacks on September
2011, 2001, on America, President Bush asked that the Congress of
21the United States pass the Defense Appropriations bill before
22passing other spending bills, and
23     WHEREAS, Congress acted responsibly in the spring of 2002
24when it passed the Defense Appropriations bill first, thereby
25protecting the men and women in our armed forces from becoming
26pawns for politicians' spending maneuvers, NOW, THEREFORE,

28Be It Resolved by the House of Representatives of the State of
29Florida:

31     That the House of Representatives of the State of Florida
32commends the United States Congress for making our nation's
33defense its first priority in 2002 and requests that our
34Representatives and Senators in the Congress continue this
35important tradition by joining other members of Congress in
36passing and enacting the Defense Appropriations bill before all
37other spending bills in 2004 and in future years.
38     BE IT FURTHER RESOLVED that copies of this resolution be
39transmitted to the members of the Congressional Delegation of
40the State of Florida.
