House Resolution
2A resolution requesting the Congressional Delegation of
3the State of Florida to oppose any increases in payroll
4taxes or cuts to social security benefits and support
5federal legislation that authorizes optional social
6security personal retirement accounts.

8     WHEREAS, demographic changes and cost increases will drain
9the existing social security system, and
10     WHEREAS, without significant changes to the system, costs
11will exceed revenues starting in 2018 and the system will not be
12able to pay any benefits by 2042, and
13     WHEREAS, not reforming the system will require a 50-percent
14tax increase on every working American or a 30-percent benefit
15cut, and
16     WHEREAS, allowing younger workers to invest a portion of
17their income in personal retirement accounts will keep the
18social security system solvent, and
19     WHEREAS, allowing younger workers to invest a portion of
20their income in personal retirement accounts will avoid any
21benefit cuts or tax increases, and
22     WHEREAS, allowing younger workers to invest a portion of
23their income in personal retirement accounts will provide
24additional savings to younger workers for greater retirement
25security, NOW, THEREFORE,

27Be It Resolved by the House of Representatives of the State of
28Florida:

30     That the House of Representatives of the State of Florida
31requests our elected Representatives and Senators in the United
32States Congress to oppose any increases in payroll taxes or cuts
33to social security benefits and to support federal legislation
34that authorizes optional social security personal retirement
35accounts.
36     BE IT FURTHER RESOLVED that copies of this resolution be
37transmitted to the members of the Congressional Delegation of
38the State of Florida.
