House Resolution
2A resolution urging the Senators in the United States
3Congress from the State of Florida to support a floor vote
4in the United States Senate on all federal judicial
5nominees.

7     WHEREAS, Article II, Section 2, of the United States
8Constitution states that the President "shall nominate, and by
9and with the Advice and Consent of the Senate, shall appoint
10Ambassadors, other public Ministers and Consuls, Judges of the
11supreme Court, and all other Officers of the United States," and
12     WHEREAS, the Administrative Office of the United States
13Courts has classified twenty-two judgeships as "judicial
14emergencies," and
15     WHEREAS, forty-three of President George W. Bush's judicial
16nominees are pending before the United States Senate, and
17     WHEREAS, sixty-three percent of the President's Court of
18Appeals nominations have been to fill seats classified as
19judicial emergencies, and
20     WHEREAS, forty-two percent of the President's District
21Court nominations have been to fill seats classified as judicial
22emergencies, and
23     WHEREAS, a minority of Senators have used dilatory tactics
24to prevent a Senate floor vote on six of the President's
25judicial nominees, all of whom were reported favorably by the
26Committee on the Judiciary, and
27     WHEREAS, each of the President's judicial nominees reported
28favorably by the Committee on the Judiciary enjoys the support
29of a majority of the United States Senate, as is required by the
30United States Constitution, NOW, THEREFORE,

32Be It Resolved by the House of Representatives of the State of
33Florida:

35     That the House of Representatives of the State of Florida
36requests our Senators in the United States Congress to work to
37allow a timely vote on the floor of the United States Senate on
38all federal judicial nominees.
39     BE IT FURTHER RESOLVED that a copies of this resolution be
40transmitted to the Senators in the United States Congress from
41the State of Florida.
