| 5 | TEN MILLION DOLLARS EACH YEAR BASED UPON THE MOST RECENT |
| 6 | DECENNIAL CENSUS.--Each amendment proposed to this Constitution |
| 7 | that imposes a cost on state government greater than ten million |
| 8 | dollars per fiscal year, based upon the most recent decennial |
| 9 | census, as estimated in a manner provided by general law, shall |
| 10 | directly impose additional taxes or fees sufficient to fund the |
| 11 | expenditures required by implementation of the amendment, |
| 12 | including the cost of levying and collecting such additional |
| 13 | taxes or fees. The imposition of such taxes or fees shall not be |
| 14 | deemed a violation of the single-subject requirement of Section |
| 15 | 3. Each such amendment shall not be effective unless approved by |
| 16 | a vote of at least two-thirds of the electors voting on the |
| 17 | proposal. No amendment approved after the effective date of this |
| 18 | section shall be construed to require expenditures in excess of |
| 19 | the taxes or fees imposed by the amendment, but the legislature |
| 20 | may by general law revise the taxes and fees so imposed, |
| 21 | provided such authority shall not affect the level of |
| 22 | expenditures that would otherwise be required by the amendment. |
| 23 | The legislature may but need not appropriate funds to implement |
| 24 | the purposes of such amendments in amounts greater than the |
| 25 | expenditures required under the provisions of this section. A |
| 26 | proposed amendment that imposes a cost on state government |
| 27 | greater than ten million dollars per fiscal year, based upon the |
| 28 | most recent decennial census, |
