5 | TEN MILLION DOLLARS EACH YEAR BASED UPON THE MOST RECENT |
6 | DECENNIAL CENSUS.--Each amendment proposed to this Constitution |
7 | that imposes a cost on state government greater than ten million |
8 | dollars per fiscal year, based upon the most recent decennial |
9 | census, as estimated in a manner provided by general law, shall |
10 | directly impose additional taxes or fees sufficient to fund the |
11 | expenditures required by implementation of the amendment, |
12 | including the cost of levying and collecting such additional |
13 | taxes or fees. The imposition of such taxes or fees shall not be |
14 | deemed a violation of the single-subject requirement of Section |
15 | 3. Each such amendment shall not be effective unless approved by |
16 | a vote of at least two-thirds of the electors voting on the |
17 | proposal. No amendment approved after the effective date of this |
18 | section shall be construed to require expenditures in excess of |
19 | the taxes or fees imposed by the amendment, but the legislature |
20 | may by general law revise the taxes and fees so imposed, |
21 | provided such authority shall not affect the level of |
22 | expenditures that would otherwise be required by the amendment. |
23 | The legislature may but need not appropriate funds to implement |
24 | the purposes of such amendments in amounts greater than the |
25 | expenditures required under the provisions of this section. A |
26 | proposed amendment that imposes a cost on state government |
27 | greater than ten million dollars per fiscal year, based upon the |
28 | most recent decennial census, |
