3     Amendment (with ballot statement and title amendments)
4     Remove line(s) 18-41, and insert:
5TEN MILLION DOLLARS EACH YEAR BASED UPON THE MOST RECENT
6DECENNIAL CENSUS.--Each amendment proposed to this Constitution
7that imposes a cost on state government greater than ten million
8dollars per fiscal year, based upon the most recent decennial
9census, as estimated in a manner provided by general law, shall
10directly impose additional taxes or fees sufficient to fund the
11expenditures required by implementation of the amendment,
12including the cost of levying and collecting such additional
13taxes or fees. The imposition of such taxes or fees shall not be
14deemed a violation of the single-subject requirement of Section
153. Each such amendment shall not be effective unless approved by
16a vote of at least two-thirds of the electors voting on the
17proposal. No amendment approved after the effective date of this
18section shall be construed to require expenditures in excess of
19the taxes or fees imposed by the amendment, but the legislature
20may by general law revise the taxes and fees so imposed,
21provided such authority shall not affect the level of
22expenditures that would otherwise be required by the amendment.
23The legislature may but need not appropriate funds to implement
24the purposes of such amendments in amounts greater than the
25expenditures required under the provisions of this section. A
26proposed amendment that imposes a cost on state government
27greater than ten million dollars per fiscal year, based upon the
28most recent decennial census,
