| 7 | funds shall consist of federal Social Services Block Grant |
| 8 | funds; providing for annual carryforward of unused funds; |
| 9 | providing for future review and termination or re-creation |
| 10 | of the trust fund; providing an effective date. |

| 12 | Be It Enacted by the Legislature of the State of Florida: |
| 13 |
|
| 14 | Section 1. Social Services Block Grant Trust Fund.-- |
| 15 | (1) The Social Services Block Grant Trust Fund is created |
| 16 | within the Agency for Workforce Innovation for the purpose of |
| 17 | providing child care services for the School Readiness Program. |
| 18 | Funds to be credited to the trust fund shall consist of federal |
| 19 | Social Services Block Grant funds. |
| 20 | (2) Notwithstanding s. 216.301, Florida Statutes, and |
| 21 | pursuant to s. 216.351, Florida Statutes, any undisbursed |
| 22 | balance remaining in the trust fund and interest accruing to the |
| 23 | trust fund not distributed at the end of the fiscal year shall |
| 24 | remain in the trust fund and shall increase the total funds |
| 25 | available to implement the School Readiness Program. |
| 26 | (3) In accordance with Section 19(f)(2) of Article III of |
| 27 | the State Constitution, the trust fund shall be terminated on |
| 28 | July 1, 2008, unless terminated sooner. Before its scheduled |
| 29 | termination, the trust fund shall be reviewed as provided in s. |
| 30 | 215.3206(1) and (2), Florida Statutes. |
| 31 | Section 2. This act shall take effect July 1, 2004. |
