11  The Committee on Special Master recommended the following
12  amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 3, lines  24 through 31, delete those lines,
16  
17  and insert:  school board not otherwise appropriated and to
18  draw a warrant in the amount of $70,000, payable after July 1,
19  2004, to Mark and Laurie Besancon, as parents and natural
20  guardians of Ryan Besancon, a minor, to be placed in the
21  guardianship account of Ryan Besancon, to compensate him for
22  injuries and damages sustained as a result of the negligence
23  of the Indian River County School Board. Such funds are to be
24  deposited into a guardianship account for the exclusive use
25  and benefit of Ryan Besancon. It is the intent of the
26  Legislature that no funds exceeding $5000 per calendar year
27  appropriated herein subsequently be spent, or any obligation
28  thereof incurred by the guardian, without prior order of the
29  circuit court.
