11  Senator Bennett moved the following amendment:

13         Senate Amendment 
14         On page 5, line 21 through page 6, line 2, delete those
15  lines
16  
17  and insert:  
18         (b)  The annual revenues from the sales of the license
19  plate shall be distributed to the Sportsmen's National Land
20  Trust. Such annual revenues must be used by the trust in the
21  following manner:
22         1.  Fifty percent may be retained until fifty percent
23  of all startup costs for developing and establishing the plate
24  have been recovered.
25         2.  Twenty-five percent must be used to fund programs
26  and projects within the state that preserve open space and
27  wildlife habitat, promote conservation, improve wildlife
28  habitat, and establish open space for the perpetual use of the
29  public.
30         3.  Twenty-five percent may be used for promotion,
31  marketing, and administrative costs directly associated with

 1  operation of the trust. 
 2         (c)  When the provisions of subparagraph 1. are met
