13 Difference license plate; creating the Support
14 Soccer license plate; creating a Kids Deserve
15 Justice license plate; providing for the
16 distribution of annual use fees received from
17 the sale of such plates; providing an effective
18 date.

20 Be It Enacted by the Legislature of the State of Florida:
21
22 Section 1. Paragraphs (ss), (tt), (uu), (vv), (ww),
23 (xx), (yy), (zz), (aaa), (bbb), and (ccc) are added to
24 subsection (4) of section 320.08056, Florida Statutes, to
25 read:
26 320.08056 Specialty license plates.--
27 (4) The following license plate annual use fees shall
28 be collected for the appropriate specialty license plates:
29 (ss) Save Our Seas license plate, $25, except that for
30 an owner purchasing the specialty license plate for more than
31

1 10 vehicles registered to that owner, the annual use fee shall
2 be $10 per plate.
3 (tt) Aquaculture license plate, $25, except that for
4 an owner purchasing the specialty license plate for more than
5 10 vehicles registered to that owner, the annual use fee shall
6 be $10 per plate.
7 (uu) Family First license plate. $25.
8 (vv) Sportsmen's National Land Trust license plates,
9 $25.
10 (ww) Live the Dream license plate, $25.
11 (xx) Florida Food Banks license plate, $25.
12 (yy) Discover Florida's Oceans license plate, $25.
13 (zz) Family Values license plate, $25.
14 (aaa) Parents Make A Difference license plate, $25.
15 (bbb) Support Soccer license plate, $25.
16 (ccc) Kids Deserve Justice license plate, $25.
17 Section 2. Subsections (45), (46), (47), (48), (49),
18 (50), (51), (52), (53), (54), and (55) are added to section
19 320.08058, Florida Statutes, to read:
20 320.08058 Specialty license plates.--
21 (45) SAVE OUR SEAS LICENSE PLATES.--
22 (a) The department shall develop a Save Our Seas
23 license plate as provided in this section. Save Our Seas
24 license plates must bear the colors and design approved by the
25 department. The word "Florida" must appear at the top of the
26 plate, and the words "Save Our Seas" must appear at the bottom
27 of the plate.
28 (b) The annual use fees shall be distributed to the
29 Harbor Branch Oceanographic Institution, Inc. After
30 reimbursement for documented costs expended for establishing
31 the license plate, the Harbor Branch Oceanographic

1 Institution, Inc., shall use the remaining funds for marine
2 science research and education programs as follows:
3 1. Ten percent of the funds shall be distributed to
4 the Guy Harvey Research Institute of the Nova Southeastern
5 University Oceanographic Center to conduct fisheries and shark
6 research in the state.
7 2. Up to 15 percent of the funds may be used for
8 administrative costs directly associated with the Harbor
9 Branch Oceanographic Institution's marine science and marine
10 education programs and administrative costs associated with
11 the Save Our Seas license plate.
12 3. Up to 10 percent of the funds may be used for
13 continuing promotion and marketing of the license plate.
14 4. The remaining funds shall be used to conduct
15 scientific research and education on marine plants and animals
16 and coastal oceanography in state marine waters; to collect
17 and analyze long-term data sets on the state's critical marine
18 habitats; to determine changes in populations and communities
19 of marine organisms and their impacts on the use of the
20 state's marine resources; to maintain reference collections of
21 scientific specimens and photographic archives of the state's
22 marine plants and animals; and to conduct scientific
23 conferences of relevance to the state's marine resources and
24 their management, utilization, and conservation.
25 (46) AQUACULTURE LICENSE PLATES.--
26 (a) The department shall develop an Aquaculture
27 license plate as provided in this section. Aquaculture license
28 plates must bear the colors and design approved by the
29 department. The word "Florida" must appear at the top of the
30 plate, and the word "Aquaculture" must appear at the bottom of
31 the plate.

1 (b) The annual use fees shall be distributed to the
2 Harbor Branch Oceanographic Institution, Inc. After
3 reimbursement for documented costs expended for establishing
4 the license plate, the Harbor Branch Oceanographic
5 Institution, Inc., shall use the remaining funds for
6 aquaculture research and education programs as follows:
7 1. Ten percent of the funds shall be distributed to
8 the Guy Harvey Research Institute of the Nova Southeastern
9 University Oceanographic Center to conduct outreach and
10 education regarding aquaculture in the state.
11 2. Up to 15 percent of the funds may be used for
12 administrative costs directly associated with the Harbor
13 Branch Oceanographic Institution's aquaculture programs and
14 administrative costs associated with the Aquaculture license
15 plate.
16 3. Up to 10 percent of the funds may be used for
17 continuing promotion and marketing of the license plate.
18 4. The remaining funds shall be used to conduct
19 scientific research on environmentally responsible and
20 sustainable methods of farming freshwater and saltwater
21 organisms such as fish, shellfish, and crustaceans for food;
22 biomedical species for pharmaceutical and nutriceutical
23 compounds; and marine ornamentals for the aquarium trade.
24 These funds shall also be used to expand the institution's
25 educational programs that include secondary school field
26 experiences, college degree programs, and intensive courses in
27 order to further the objective of increasing aquaculture's
28 contribution to the state's economy.
29 (47) FAMILY FIRST LICENSE PLATES.--
30 (a) The department shall develop a Family First
31 license plate as provided in this section. The word "Florida"

1 must appear at the top of the plate, and the words "Family
2 First" must appear at the bottom of the plate.
3 (b) The annual use fees shall be distributed to Family
4 First to fund programs, projects, seminars, events, and family
5 resources that promote principles for building marriages,
6 guiding parents, and raising children. Family First shall
7 retain all revenues from the sale of the plate until its
8 startup costs for developing and establishing the plate have
9 been recovered. Up to 5 percent of the funds received by
10 Family First may be expended for administrative costs directly
11 associated with the operations of Family First. Up to 20
12 percent of the funds received by Family First may be expended
13 for promoting and marketing the license plate. Family First
14 may expend all remaining funds for programs.
15 (48) SPORTSMEN'S NATIONAL LAND TRUST LICENSE PLATES.--
16 (a) The department shall develop a Sportsmen's
17 National Land Trust license plate as provided in this section.
18 The word "Florida" must appear at the top of the plate, and
19 the words "Sportsmen's National Land Trust" must appear at the
20 bottom of the plate.
21 (b) The annual use fees shall be distributed to
22 Sportsmen's National Land Trust to fund programs and projects,
23 preserve open space and wildlife habitat, promote
24 conservation, improve wildlife habitat, and establish open
25 space for the perpetual use of the public.
26 (c) Sportsmen's National Land Trust may retain all
27 revenues from the sale of the plate until all startup costs
28 for developing and establishing the plate have been recovered.
29 Up to 25 percent of the funds received by Sportsmen's National
30 Land Trust may be expended for promotion, marketing, and
31 administrative costs directly associated with operations of

1 the Sportsmen's National Land Trust. Sportsmen's National Land
2 Trust may expend all remaining funds for programs.
3 (49) LIVE THE DREAM LICENSE PLATES.--
4 (a) The department shall develop a Live the Dream
5 license plate as provided in this section. Live the Dream
6 license plates must bear the colors and design approved by the
7 department. The word "Florida" must appear at the top of the
8 plate, and the words "Live the Dream" must appear at the
9 bottom of the plate.
10 (b) The proceeds of the annual use fee shall be
11 distributed to the Dream Foundation, Inc. The Dream
12 Foundation, Inc., shall retain the first $60,000 in proceeds
13 from the annual use fees as reimbursement for administrative
14 costs, startup costs, and costs incurred in the approval
15 process. Thereafter, up to 25 percent shall be used for
16 continuing promotion and marketing of the license plate and
17 concept. The remaining funds shall be used in the following
18 manner:
19 1. Twenty-five percent shall be distributed as grants
20 for programs that provide research, care, and treatment for
21 sickle cell disease.
22 2. Twenty-five percent shall be distributed to the
23 Florida chapter of the March of Dimes for programs and
24 services that improve the health of babies through the
25 prevention of birth defects and infant mortality.
26 3. Ten percent shall be distributed to the Florida
27 Association of Healthy Start Coalitions to decrease racial
28 disparity in infant mortality and to increase healthy birth
29 outcomes. Funding will be used by local Healthy Start
30 Coalitions to provide services and increase screening rates

1 for high-risk pregnant women, children under 4 years of age,
2 and women of childbearing age.
3 4. Ten percent shall be distributed to the Community
4 Partnership for Homeless, Inc., for programs that provide
5 relief from poverty, hunger, and homelessness.
6 5. Five percent of the proceeds shall be used by the
7 foundation for administrative costs directly associated with
8 operations as they relate to the management and distribution
9 of the proceeds.
10 (50) FLORIDA FOOD BANKS LICENSE PLATES.--
11 (a) The department shall develop a Florida Food Banks
12 license plate as provided in this section. The word "Florida"
13 must appear at the bottom of the plate, and the word "Imagine"
14 must appear at the top of the plate.
15 (b) The annual use fees shall be distributed to the
16 Florida Association of Food Banks, Inc., which may use up to
17 25 percent of the proceeds to market the association's concept
18 and the license plate. The balance of the proceeds shall be
19 used by the association to fund programs to end hunger in this
20 state.
21 (c) An advisory board, composed of a representative of
22 each member food bank of the Florida Association of Food
23 Banks, Inc., shall review the distribution of funds by the
24 association.
25 (51) DISCOVER FLORIDA'S OCEANS LICENSE PLATES.--
26 (a) The department shall develop a Discover Florida's
27 Oceans license plate as provided in this section. The word
28 "Florida" must appear at the top of the plate, and the words
29 "Discover Florida's Oceans" must appear at the bottom of the
30 plate.

1 (b) The annual use fees shall be distributed to the
2 Hubbs Florida Ocean Fund, Inc., which shall administer the
3 fees as follows:
4 1. Twenty percent of the funds shall be distributed to
5 the Wildlife Foundation of Florida, Inc., to be used for
6 ocean, estuarine, or coastal scientific research,
7 conservation, and education projects.
8 2. Up to 10 percent of the funds may be used for
9 administrative costs directly associated with research,
10 conservation, and education programs of the Hubbs-SeaWorld
11 Research Institute and with the license plate.
12 3. Up to 15 percent of the funds may be used for
13 continuing promotion and marketing of the license plate.
14 4. The remainder of the funds shall be used to
15 collect, analyze, archive, and publish scientific data
16 regarding the state's ocean, estuary, and coastal habitats and
17 the species that inhabit, use, or migrate in state waters or
18 along the state's coastal areas; to provide response, care,
19 assistance, and research as part of the Hubbs-SeaWorld
20 Research Institute's role in responding to and archiving data
21 on stranded marine species; to construct and maintain a marine
22 and coastal research center in association with the Archie
23 Carr National Wildlife Refuge on lands donated to the
24 Hubbs-SeaWorld Research Institute by the Richard King Mellon
25 Foundation; to train teachers and students to enhance
26 scientific literacy, research competency, and technology
27 development; to conduct ocean-space aquatic research and
28 scientific research focused on ocean observations from space;
29 to conduct research on economic benefits of the state's ocean,
30 estuary, and coastal resources and public use of those
31 resources; to create research and education programs that

1 contribute to the development of the state's knowledge and
2 diversify the economy; and to implement programs that seek
3 objective, common-sense, scientific solutions to the complex
4 marine and coastal ecological problems facing the state.
5 (52) FAMILY VALUES LICENSE PLATES.--
6 (a) The department shall develop a Family Values
7 license plate as provided in this section. Family Values
8 license plates must bear the colors and design approved by the
9 department. The words "Family Values" must appear at the top
10 of the plate, and the word "Florida" must appear at the bottom
11 of the plate.
12 (b) The annual use fees shall be distributed to
13 Sheridan House, Inc., to be used in the following manner:
14 1. Sheridan House, Inc., shall retain all revenues
15 from the sale of Family Values license plates until all
16 startup costs for developing and establishing the plates have
17 been recovered.
18 2. Up to 5 percent of the funds received by Sheridan
19 House, Inc., shall be expended for administrative costs
20 directly associated with the operations of Sheridan House,
21 Inc., and up to 20 percent of the funds received shall be
22 expended for promotion and marketing of the license plate.
23 3. All remaining funds shall be expended by Sheridan
24 House, Inc., to fund residential care programs, family
25 counseling, social services for single parents and their
26 children, resources materials, and facility construction.
27 (53) PARENTS MAKE A DIFFERENCE LICENSE PLATES.--
28 (a) The department shall develop a Parents Make A
29 Difference license plate as provided in this section. The
30 words "Parents Make A Difference" must appear at the top of

1 the plate, and the word "Florida" must appear at the bottom of
2 the plate.
3 (b) The annual use fees shall be distributed to The
4 Gathering/USA, Inc., to fund personal counseling for parents,
5 marriage seminars, Dads and Moms That Make A Difference
6 seminars, father-and-son retreats, mother-and-daughter
7 retreats, and personal parenting behavioral assessments. The
8 Gathering/USA, Inc., shall distribute the Parents Make A
9 Difference license plate annual use fees in the following
10 manner:
11 1. The Gathering/USA, Inc., shall retain all revenues
12 from the sale of such plates until all startup costs for
13 developing and establishing the plate have been recovered.
14 2. Up to 5 percent of the funds received by The
15 Gathering/USA, Inc., shall be expended for administrative
16 costs directly associated with the operations of The
17 Gathering/USA, Inc., and up to 20 percent of the funds
18 received shall be expended for promotion and marketing of the
19 license plate.
20 3. All remaining funds shall be expended by The
21 Gathering/USA, Inc., for programs.
22 (54) SUPPORT SOCCER LICENSE PLATES.--
23 (a) The department shall develop a Support Soccer
24 license plate as provided in this section. Support Soccer
25 license plates must bear the colors and design approved by the
26 department. The word "Florida" must appear at the top of the
27 plate, and the words "Support Soccer" must appear at the
28 bottom of the plate.
29 (b) The annual use fees shall be distributed to the
30 Lighthouse Soccer Foundation, Inc., which shall retain the
31 initial revenues from the sale of such plates until all

1 startup costs for developing and establishing the plate have
2 been recovered, not to exceed $85,000. Thereafter, the
3 proceeds of the annual use fee shall be used in the following
4 manner:
5 1. Up to 25 percent of the proceeds may be used by the
6 Lighthouse Soccer Foundation, Inc., for continuing promotion
7 and marketing of the license plate and concept.
8 2. Twenty percent shall be distributed to the Florida
9 Youth Soccer Association for programs and services that foster
10 the physical, mental, and emotional growth and development of
11 Florida's youth through the sport of soccer at all levels of
12 age and competition, including a portion to be determined by
13 the Florida Youth Soccer Association for the TOPSoccer program
14 to promote participation by the physically and mentally
15 disadvantaged.
16 3. Twenty percent shall be distributed as grants for
17 programs that promote participation by the economically
18 disadvantaged and to support soccer programs where none
19 previously existed.
20 4. Ten percent shall be distributed to the Florida
21 State Soccer Association to promote the sport of soccer and
22 the long-term development of the sport.
23 5. Ten percent shall be distributed as grants for
24 programs that promote and support the construction of fields
25 and soccer-specific infrastructure.
26 6. Ten percent shall be distributed as grants for
27 programs that foster and promote health, physical fitness, and
28 educational opportunities through soccer.
29 7. Five percent shall be expended by the Lighthouse
30 Soccer Foundation, Inc., for administrative costs directly
31

1 associated with the foundation's operations as they relate to
2 the management and distribution of the proceeds.
3 (55) KIDS DESERVE JUSTICE LICENSE PLATES.--
4 (a) The department shall develop a Kids Deserve
5 Justice license plate as provided in this section. The word
6 "Florida" must appear at the top of the plate, and the words
7 "Kids Deserve Justice" must appear at the bottom of the plate.
8 (b) The annual use fees shall be distributed to the
9 Florida Bar Foundation, Inc., which shall use the funds to
10 operate a grant award process to fund legal services programs
11 for children, including legal services programs, programs to
12 obtain federal benefits for disabled children, programs to
13 obtain testing and services required by law for
14 learning-disabled children, and programs to obtain permanent
15 placement for abused and neglected children. The foundation
16 may retain all proceeds until all costs for developing the
17 plate have been recovered.
18 Section 3. This act shall take effect July 1, 2004.

15 Support Soccer specialty license plate; and
