1 A bill to be entitled
2 An act relating to enterprise zones; amending
3 s. 290.0065, F.S.; permitting a county to apply
4 to the Office of Tourism, Trade, and Economic
5 Development by a certain date for an expansion
6 of an existing enterprise zone; requiring that
7 the Office of Tourism, Trade, and Economic
8 Development approve an amendment to the
9 boundary of an enterprise zone by a specified
10 date if certain conditions exist; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Subsection (12) is added to section
16 290.0065, Florida Statutes, to read:
17 290.0065 State designation of enterprise zones.--
18 (12) Notwithstanding any provisions in s. 290.0055
19 regarding the size of an enterprise zone, any county defined
20 by s. 125.011(1) may apply to the Office of Tourism, Trade,
21 and Economic Development by October 1, 2004, to expand the
22 boundary of an existing enterprise zone to include an
23 additional 8.7 square miles. The area must also include areas
24 to the north or east of the northeasternmost section of an
25 existing enterprise zone. The expanded area may not include
26 any area not described in this subsection. The Office of
27 Tourism, Trade, and Economic Development shall approve an
28 amendment to the boundary of an enterprise zone under this
29 subsection by January 1, 2005, if the area proposed for
30 addition to the enterprise zone is consistent with the
31 criteria and conditions imposed by s. 290.0055 upon the

1 establishment of enterprise zones, including the requirement
2 that the area suffer from pervasive poverty, unemployment, and
3 general distress.
4 Section 2. This act shall take effect upon becoming a
5 law.

8 SENATE SUMMARY
9 Permits a county to apply with the Office of Tourism,
Trade, and Economic Development for an expansion of an
10 existing enterprise zone by a certain date. Requires that
the office approve the amendment to the boundary by a
11 certain date if the area proposed for expansion suffers
from poverty, unemployment, and distress.
