15            page 2, line 10, delete those lines

17  and insert:  
18         (b)  The coordinating council shall be composed of 17
19  members. The appointment of members not representing agencies
20  shall be made by the Governor. The appointment of members
21  representing organizations shall be made by the Governor in
22  consultation with those organizations. The membership shall be
23  as follows:
24         1.  Two members representing the Florida Association of
25  the Deaf.
26         2.  Two members representing the Florida Association of
27  Self Help for Hard of Hearing People.
28         3.  A member representing the Association of Late
29  Deafened Adults.
30         4.  An individual who is deaf and blind.
31         5.  A parent of an individual who is deaf.

A communication access realtime translator. 8 10. An audiologist licensed under part I of chapter 9 468, Florida Statutes. 10 11. A hearing aid specialist licensed under part II of 11 chapter 484, Florida Statutes. 12 12. The Secretary of Children and Family Services or 13 his or her designee. 14 13. The Secretary of Health or his or her designee. 15 14. The Commissioner of Education or his or her 16 designee. 17 15. The Secretary of Elderly Affairs or his or her 18 designee. 19 20 If any organization from which a representative is to be drawn 21 ceases to exist, a representative of a similar organization 22 shall be named to the coordinating council. The Governor shall 23 make appointments to the coordinating council no later than 24 August 1, 2004, and may remove any member for cause. Each 25 member shall be appointed to a term of 4 years. However, for 26 the purpose of providing staggered terms, of the initial 27 appointments not representing state agencies, seven members, 28 including the audiologist and the hearing aid specialist, 29 shall be appointed to 2-year terms and six members shall be 30 appointed to 4-year terms. SENATE AMENDMENT Bill No. CS for CS for SB 206 Amendment No. ___ Barcode 881072 1 appointment, and any member appointed to fill a vacancy 2 occurring because of death, resignation, or ineligibility for 3 membership shall serve only for the unexpired term of the 4 member's predecessor. Prior to serving on the coordinating 5 council, all appointees must attend orientation training that 6 shall address, at a minimum, the provisions of this section; 7 the programs operated by the coordinating council; the role 8 and functions of the coordinating council; the current budget 9 for the coordinating council; the results of the most recent 10 formal audit of the coordinating council; and the requirements 11 of the state's public records law, the code of ethics, the 12 Administrative Procedure Act, and other laws relating to 13 public officials, including conflict-of-interest laws. 14 (c) It is cause for the removal from the coordinating 15 council of a member who during service on the coordinating 16 council: 17 1. Is unable to discharge his or her duties for a 18 substantial portion of the term for which he or she is 19 appointed because of illness or disability; or 20 2. Is absent from more than one-half of the regularly 21 scheduled coordinating council meetings during a calendar 22 year, except when the absence is excused by majority vote of 23 the coordinating council. 24 25 (Redesignate subsequent paragraphs.) 26 27 28 29 30 31 3 8:28 AM 04/23/04 s0206c2b-13j04
