1 A bill to be entitled
2 An act relating to a public records exemption;
3 amending s. 119.07, F.S.; providing an
4 exemption from public records requirements for
5 the names, home addresses, telephone numbers,
6 social security numbers, and photographs of
7 children who participate in
8 government-sponsored recreation programs or
9 camps, the names and locations of the schools
10 attended by such children, and the names, home
11 addresses, telephone numbers, and social
12 security numbers of the parents or guardians of
13 such children; providing for future review and
14 repeal of the exemption; providing a statement
15 of public necessity; providing an effective
16 date.

18 Be It Enacted by the Legislature of the State of Florida:

20 Section 1. Paragraph (hh) is added to subsection (3)
21 of section 119.07, Florida Statutes, to read:
22 119.07 Inspection, examination, and duplication of
23 records; exemptions.--
24 (3)
25 (hh) The names, home addresses, telephone numbers,
26 social security numbers, and photographs of children who
27 participate in government-sponsored recreation programs or
28 camps; the names and locations of the schools attended by such
29 children; and the names, home addresses, telephone numbers,
30 and social security numbers of parents or guardians of
31 children who participate in government-sponsored recreation

1 programs or camps are exempt from subsection (1) and s. 24(a),
2 Art. I of the State Constitution.
3 Section 2. Paragraph (hh) of subsection (3) of section
4 119.07, Florida Statutes, is subject to the Open Government
5 Sunset Review Act of 1995 in accordance with section 119.15,
6 Florida Statutes, and shall stand repealed on October 2, 2009,
7 unless reviewed and saved from repeal through reenactment by
8 the Legislature.
9 Section 3. The Legislature finds that it is a public
10 necessity that the names, home addresses, telephone numbers,
11 social security numbers, and photographs of children who
12 participate in government-sponsored recreation programs or
13 camps, the names and locations of the schools attended by such
14 children, and the names, home addresses, telephone numbers,
15 and social security numbers of the parents or guardians of
16 such children be held confidential and exempt from public
17 records requirements because revealing such information could
18 create the opportunity for the stalking, harassment,
19 abduction, or abuse of such children.
20 Section 4. This act shall take effect upon becoming a
21 law.
