14 On page 3, between lines 5 and 6,

16 insert:
17 4. By December 31, 2004, the Agency for Health Care
18 Administration shall submit a report to the President of the
19 Senate and the Speaker of the House of Representatives
20 containing the agency's recommendations as to whether it is in
21 the public interest to allow a hospital to license or operate
22 an emergency department located off the premises of the
23 licensed hospital. If the agency finds it to be in the public
24 interest, the agency shall recommend in its report the
25 licensure criteria for such medical facilities, including, but
26 not limited to, criteria related to quality of care and
27 criteria related to, if deemed necessary by the agency, the
28 elimination of the possibility of public confusion related to
29 the service capabilities of such medical facility in
30 comparison to the service capabilities of an emergency
31 department located on the premises of the hospital. Until July
