1 Senate Resolution No. ____
2 A resolution honoring Mr. Carroll Webb for his
3 28 years of service as Executive Director and
4 General Counsel of the Joint Administrative
5 Procedures Committee of the Florida
6 Legislature.

8 WHEREAS, Mr. Carroll Webb served the State of Florida
9 for more than 28 years as Executive Director and General
10 Counsel of the Joint Administrative Procedures Committee of
11 the Florida Legislature, from October 1974 through June 2003,
12 and
13 WHEREAS, Mr. Webb served with unfailing dedication and
14 integrity while zealously reviewing rules of the executive
15 branch to ensure that they were clearly within the statutory
16 authority that they purported to implement, and
17 WHEREAS, Mr. Webb graduated from Lake Worth Junior and
18 Senior High School, where he was on the baseball, basketball,
19 and track teams and was elected President of the Senior Class,
20 and
21 WHEREAS, Mr. Webb attended the University of Florida
22 and ran track during his Freshman Year, after which he served
23 in the United States Army for 2 years, and
24 WHEREAS, Mr. Webb earned a Bachelor's Degree in
25 Business Administration from the University of Florida in
26 Gainesville, where he was active in the Alpha Tau Omega Social
27 Fraternity, and
28 WHEREAS, Mr. Webb earned a law degree from Stetson
29 University College of Law in St. Petersburg, where he was a
30 member of the Phi Delta Phi Legal Fraternity and President of
31 the Student Bar Association, and

1 WHEREAS, Mr. Webb served as Assistant General Counsel
2 to the Florida Development Commission, advising on bond
3 validation proceedings for road and bridge bonds, and then
4 served as Assistant General Counsel to the State Road
5 Department, litigating eminent domain cases for the
6 acquisition of rights of way, and
7 WHEREAS, Mr. Webb served as Special Counsel to a task
8 force in the Office of the Comptroller, advising on new
9 taxation procedures to ensure that ad valorem taxes were based
10 on the full value of property, and then served as General
11 Counsel to the Comptroller of Florida, advising on the payment
12 of all charges and warrants for the state, and
13 WHEREAS, Mr. Webb distinguished himself as a member of
14 the Florida House of Representatives from 1972 to 1974 and was
15 voted the Allen Morris Award as the Most Outstanding Freshman
16 by the membership of the House of Representatives, and
17 WHEREAS, Mr. Webb has been a devoted husband to Helen
18 Score Webb of Lake Worth for 45 years and has four grown
19 children and one granddaughter, and
20 WHEREAS, Mr. Webb's tireless efforts have ensured the
21 careful review of more than 130,000 administrative rules based
22 on Florida law, revealing that 25 percent of these rules
23 lacked adequate statutory authority and prompting amendment of
24 these rules by the agencies adopting them, so that, but for
25 his efforts, there would be nearly 32,000 illegal rules on the
26 books in Florida today, and
27 WHEREAS, Mr. Webb ended his tenure as Executive
28 Director and General Counsel of the Joint Administrative
29 Procedures Committee of the Florida Legislature upon his
30 retirement on June 30, 2003, NOW, THEREFORE,

1 Be It Resolved by the Senate of the State of Florida:
2
3 That Mr. Carroll Webb is commended for his many
4 achievements and for his faithful commitment, dedication, and
5 service to the Florida Legislature and to all of the people of
6 the State of Florida.
7 BE IT FURTHER RESOLVED that a copy of this resolution,
8 with the Seal of the Senate affixed, be presented to Mr.
9 Carroll Webb as a tangible token of the high esteem of the
10 Florida Senate.
