  1                      A bill to be entitled

  2         An act relating to the practice of surveying

  3         and mapping; requiring the Department of

  4         Business and Professional Regulation to

  5         reinstate and reissue certain licenses to

  6         practice surveying and mapping if specified

  7         circumstances and qualifications are met by the

  8         applicant; requiring that an application be

  9         submitted to the Board of Professional

10         Surveyors and Mappers as prescribed by rule;

11         providing for an application fee; providing for

12         expiration of the act; providing an effective

13         date.

15  Be It Enacted by the Legislature of the State of Florida:

16  

17         Section 1.  (1)  The Department of Business and

18  Professional Regulation shall reinstate and reissue the

19  license by July 1, 2005, of each individual whose license to

20  practice surveying and mapping under chapter 472, Florida

21  Statutes, has become null if all of the following

22  circumstances and qualifications are met:

23         (a)  The individual's license was scheduled to be

24  renewed during the biennium period beginning in 2001.

25         (b)  The license of the individual was in good standing

26  at the time of the beginning of the renewal cycle.

27         (c)  The individual properly petitioned the department

28  for relief relating to the circumstances under which the

29  license became null.

 1         (d)  During the period that the license was null, the

 2  individual did not commit a felony, violate a practice act, or

 3  engage in unlicensed activity for which a penalty is imposed.

 4         (2)  The individual must submit an application to the

 5  Board of Professional Surveyors and Mappers for reinstatement

 6  in a manner prescribed by rules of the board and pay the

 7  appropriate application fee in an amount equal to the fee

 8  currently imposed for initial licensure.

 9         (3)  This act expires July 1, 2005.

10         Section 2.  This act shall take effect upon becoming a

11  law.

13          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
14                         Senate Bill 2248

16  The committee substitute provides the requirements for the
    reissuance and reinstatement of the licensure of a surveyor
17  and mapper licensed under ch. 472, F.S., rather than any
    licensee regulated by ch. 455, F.S.    It provides for the
18  specified date of July 1, 2005 for the license to be reissued
    and reinstated.  It provides for certain criteria to be met
19  rather than complying with certain grandfather provisions of
    the different licensure provisions in order for a license to
20  be reinstated and reissued.
