  1                      A bill to be entitled

  2         An act relating to a method of fixing millage;

  3         amending s. 200.065, F.S.; revising the method

  4         for computing the rolled-back rate by removing

  5         the exclusion for new construction, additions

  6         to structures, deletions, and increases in the

  7         value of certain improvements; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Subsection (1) of section 200.065, Florida

13  Statutes, is amended to read:

14         200.065  Method of fixing millage.--

15         (1)  Upon completion of the assessment of all property

16  pursuant to s. 193.023, the property appraiser shall certify

17  to each taxing authority the taxable value within the

18  jurisdiction of the taxing authority. This certification shall

19  include a copy of the statement required to be submitted under

20  s. 195.073(3), as applicable to that taxing authority. The

21  form on which the certification is made shall include

22  instructions to each taxing authority describing the proper

23  method of computing a millage rate which, exclusive of new

24  construction, additions to structures, deletions, increases in

25  the value of improvements that have undergone a substantial

26  rehabilitation which increased the assessed value of such

27  improvements by at least 100 percent, and property added due

28  to geographic boundary changes, will provide the same ad

29  valorem tax revenue for each taxing authority as was levied

30  during the prior year. That millage rate shall be known as the

31  "rolled-back rate." The information provided pursuant to this

 1  subsection shall also be sent to the tax collector by the

 2  property appraiser at the time it is sent to each taxing

 3  authority.

 4         Section 2.  This act shall take effect July 1, 2004.
