1 A bill to be entitled
2 An act relating to health insurance;
3 authorizing small business employers to
4 contract with the Department of Management
5 Services to purchase coverage in the state
6 group health insurance plan for their
7 employees; providing procedures; requiring
8 recordkeeping by the department; providing for
9 expiration of the act and legislative review;
10 providing an effective date.

12 Be It Enacted by the Legislature of the State of Florida:
13
14 Section 1. Small employer health insurance; state
15 group health insurance plan.--
16 (1) Effective July 1, 2004, and subject to federal
17 approval, a small employer, as defined in section 627.6699,
18 Florida Statutes, may contract with the Department of
19 Management Services in order to purchase coverage in the state
20 group health insurance plan for the employer and the
21 employer's eligible employees and the dependents of such
22 employees, as defined in section 627.6699, Florida Statutes.
23 Each small employer who participates in the state group health
24 insurance plan shall collect the employee contribution, in the
25 form of a payroll deduction or other remuneration, from each
26 qualified employee as required by the department by rule. The
27 employer shall also make the required contributions that will
28 be applied toward the cost of the monthly premiums and shall
29 pay an annual administrative fee of not less than $5 per
30 enrollee per month, as determined by the department. The

1 individual employer shall determine the employee's
2 proportionate contribution to the monthly premium.
3 (2) The Department of Management Services shall
4 maintain a separate accounting for all records of small
5 employers who elect coverage under this section, including all
6 statistical information necessary for making actuarial
7 assumptions for the group.
8 (3) This section expires July 1, 2009, and shall be
9 reviewed by the Legislature before that date.
10 Section 2. This act shall take effect July 1, 2004.
