14 On page 18, between lines 17 and 18,

16 insert:
17 Section 8. Section 106.298, Florida Statutes, is
18 created to read:
19 106.298 Registration and reporting by partisan
20 affinity groups.--
21 (1) For purposes of this section, the term "partisan
22 affinity group" means a club or similar organization that is
23 formed primarily to support the ideals and candidates of a
24 single political party and:
25 (a) Is affiliated with a national and statewide
26 organization that has at least 20 chapters in this state;
27 (b) All of the contributions of which are made to the
28 state executive committee of the political party with which it
29 is associated or to a single committee of continuous existence
30 that is associated with its statewide parent organization;
31 (c) The amount of annual dues paid by any member,

1 minus the cost of food, beverages, and meeting expenses of the
2 organization, is less than $100; and
3 (d) The unit club does not accept any corporate
4 donation of $500 or more.
5 (2) Each partisan affinity group shall file a
6 registration and disclosure report with the Division of
7 Elections no later than 5:00 p.m. of the 10th day preceding
8 each general election. Such report shall contain:
9 (a) The name and mailing address of the organization;
10 (b) The names and addresses of its officers and of the
11 person keeping it books;
12 (c) A copy of its charter, bylaws, or similar proof
13 that it meets the requirements of paragraph (1)(a);
14 (d) Its current number of members;
15 (e) A statement of its gross receipts since the last
16 general election, meeting and other noncontribution expenses
17 during that time, and the net income available for
18 contributions; and
19 (f) The name and addresses of each entity to which one
20 or more contributions were made since the last general
21 election and the amounts of such contributions.

23 Such report shall also contain a sworn statement by the
24 president and treasurer of the organization that, to the best
25 of their knowledge and belief, the organization qualifies as a
26 partisan affinity group pursuant to this section.
27 (3) Late or incomplete reports shall be treated in the
28 manner provided by s. 106.04(8); however, the fine that may be
29 imposed is $50 a day up to a maximum of $500.
