| 12 | of the state, and of the state as a whole, equal to eight |
| 13 | percent of the votes cast in each of such districts respectively |
| 14 | and in the state as a whole in the last preceding election in |
| 15 | which presidential electors were chosen. |
| 16 | (b) A revision or amendment to this constitution proposed |
| 17 | by initiative may not have as its purpose any purpose that may |
| 18 | be accomplished by general law and must amend or repeal, in |
| 19 | whole or in part, an existing section or sections of this |
| 20 | constitution on the same subject as the amendment or revision. |
| 21 | For purposes of this subsection, a purpose that may not be |
| 22 | accomplished by general law shall be limited to amending an |
| 23 | existing limitation on governmental power set forth in this |
| 24 | constitution, amending an existing basic or fundamental right of |
| 25 | a citizen of this state as set forth in Article I, or amending |
| 26 | the basic structure of state government as set forth in Article |
| 27 | II, Article III, Article IV, or Article V. For purposes of this |
| 28 | subsection, a purpose that may be accomplished by general law |
| 29 | includes, but is not limited to, a purpose to direct the |
| 30 | exercise of existing governmental power. |
