1 A bill to be entitled
2 An act relating to a special election to be
3 held on August 31, 2004, pursuant to Section 5
4 of Article XI of the State Constitution, for
5 the approval or rejection by the electors of
6 Florida of a joint resolution amending Section
7 5 of Article XI of the State Constitution,
8 relating to the scope of constitutional
9 amendments or revisions that may be proposed by
10 citizen initiative; providing for publication
11 of notice and for procedures; providing an
12 effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Pursuant to Section 5 of Article XI of the
17 State Constitution, there shall be a special election on
18 August 31, 2004, to be held concurrently with the sole primary
19 election, at which there shall be submitted to the electors of
20 this state for approval or rejection Senate Joint Resolution
21 No. ___, relating to the scope of constitutional amendments or
22 revisions that may be proposed by citizen initiative.
23 Section 2. Publication of notice shall be in
24 accordance with Section 5 of Article XI of the State
25 Constitution. The special election shall be held as other
26 special elections are held.
27 Section 3. This act shall take effect upon becoming a
28 law, if enacted by a vote of at least three-fourths of the
29 membership of each house of the Legislature.
