1 A bill to be entitled
2 An act relating to school district governance;
3 requiring the creation of a committee in
4 specified school districts to review the
5 current governing structure of the school
6 district; specifying the areas to be evaluated;
7 providing committee membership and staff;
8 providing for committee recommendations;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. (1) A committee shall be established in
14 each school district with a K-12 student enrollment in excess
15 of 250,000 students to review the current governing structure
16 of the school district. The emphasis of the committee's review
17 shall be an evaluation of the school district's performance in
18 delivery of services and the ability of the community to
19 interact with the school district. Additionally, the committee
20 shall evaluate, but not be limited to, the following: the
21 number of district school board members; single-member
22 representation; district school board member term limits;
23 campaign finance relating to election of district school board
24 members; the position of district school superintendent; the
25 school district's administrative organizational structure; the
26 creation of a construction and facilities board comprised of
27 citizens in the community to monitor land purchase and
28 construction of educational facilities; and the division of
29 the school district into smaller school districts.
30 (2) The committee shall have the following membership:
31 (a) Two members appointed by the Governor.

1 (b) One member of the State Board of Education.
2 (c) One member appointed by the President of the
3 Senate.
4 (d) One member appointed by the Speaker of the House
5 of Representatives.
6 (e) One district school board member of the school
7 district being evaluated.
8 (f) The district school superintendent of the school
9 district being evaluated.
10 (g) An attorney from the Office of the Attorney
11 General.
12 (h) The mayors of the two municipalities in the school
13 district with a population greater than 50,000 selected by a
14 vote of the local Florida League of Cities.
15 (3) The committee shall have a staff consisting of a
16 full-time executive secretary, a contracted attorney, and a
17 contracted specialized consultant to assist in the school
18 district review.
19 (4) Based on its review, the committee shall report to
20 the district school board recommended changes to the governing
21 structure of the school district no later than July 1, 2005.
22 Section 2. This act shall take effect July 1, 2004.
