11  The Committee on Transportation recommended the following
12  amendment:

14         Senate Amendment 
15         On page 2, line 22, through page 3, line 2, delete
16  those lines

18  and insert:  (4)  The group or organization making the
19  proposal shall be responsible for the cost of maintenance of
20  the monument. The cost of maintenance shall be secured by
21  sufficient funds provided annually by the group or
22  organization making the proposal deposited into a maintenance
23  account held by the Department of Transportation. In addition,
24  the group or organization making the proposal will provide a
25  10 year bond securing the cost of removal of the monument, and
26  any modifications made to the site as part of the placement of
27  the monument, for use should the group or organization making
28  the proposal fail to provide sufficient funds for maintenance
29  for a period of 2 consecutive years. Prior to expiration, the
30  bond shall be renewed for another 10 year period if the
31  memorial is to remain in place.
