  1                    Senate Resolution No. ____

  2         A resolution commending Florida's Healthy Start

  3         coalitions and recognizing March 16, 2004, as

  4         "Healthy Start Day."

  5  

  6         WHEREAS, there are 32 Healthy Start coalitions

  7  throughout the state, each charged with reducing infant

  8  mortality, and these coalitions have played a large part in

  9  improving Florida's rank in infant mortality to 21st in the

10  nation, and

11         WHEREAS, Healthy Start coalitions, comprised of

12  community volunteers who are uniquely positioned to assess and

13  respond to maternal and infant health needs and to direct

14  funding toward services that address those needs, have created

15  a seamless system of care that benefited more than 152,000

16  mothers and babies in Florida in Fiscal Year 2002-2003, and

17         WHEREAS, in 2002-2003, Healthy Start coalitions

18  collectively leveraged more than $21 million, including 27,200

19  volunteer hours of in-kind services and resources, cash,

20  grants, and projects related to maternal and infant health,

21  and drew down almost $14 million in federal funding, NOW,

22  THEREFORE,

24  Be It Resolved by the Senate of the State of Florida:

25  

26         That the Senate pauses in its deliberations to applaud

27  the outstanding efforts of, and recognize the remarkable

28  benefits afforded by, the state's dedicated Healthy Start

29  coalitions and to recognize March 16, 2004, as "Healthy Start

30  Day" in Florida.
