license plate; providing for the distribution of annual |

use fees received from the sale of such plates; providing |

an effective date. |

Be It Enacted by the Legislature of the State of Florida: |
9
|
|

|
Section 1. Paragraph (ss) is added to subsection (4) of |
11
|
section 320.08056, Florida Statutes, to read: |
12
|
320.08056 Specialty license plates.-- |
13
|
(4) The following license plate annual use fees shall be |
14
|
collected for the appropriate specialty license plates: |
15
|
(ss) Live the Dream license plate, $25. |

|
Section 2. Subsection (45) is added to section 320.08058, |
17
|
Florida Statutes, to read: |

|
320.08058 Specialty license plates.-- |

|
(45) LIVE THE DREAM LICENSE PLATES.--
|

|
(a) The department shall develop a Live the Dream license |
21
|
plate as provided in this section. Live the Dream license plates |
22
|
must bear the colors and design approved by the department. The |
23
|
word "Florida" must appear at the top of the plate, and the |
24
|
words "Live the Dream" must appear at the bottom of the plate.
|

|
(b) The proceeds of the annual use fee shall be |
26
|
distributed to the Dream Foundation, Inc. The Dream Foundation, |
27
|
Inc., shall retain the first $80,000 in proceeds from the annual |
28
|
use fees as reimbursement for administrative costs, startup |
29
|
costs, and costs incurred in the approval process. Thereafter, |
30
|
up to 25 percent shall be used for continuing promotion and |
31
|
marketing of the license plate and concept. The remaining funds |
32
|
shall be used in the following manner: |

|
1. Twenty-five percent shall be distributed as grants for |
34
|
programs that provide research, care, and treatment for sickle |
35
|
cell disease. |

2. Twenty-five percent shall be distributed to the Florida |
37
|
chapter of the March of Dimes for programs and services that |
38
|
improve the health of babies through the prevention of birth |
39
|
defects and infant mortality.
|

|
3. Ten percent shall be distributed to the Florida |
41
|
Association of Healthy Start Coalitions to decrease racial |
42
|
disparity in infant mortality and to increase healthy birth |
43
|
outcomes. Funding will be used by local Healthy Start Coalitions |
44
|
to provide services and increase screening rates for high-risk |
45
|
pregnant women, children under 4 years of age, and women of |
46
|
childbearing age.
|

|
4. Ten percent shall be distributed to the Community |
48
|
Partnership for Homeless, Inc., for programs that provide relief |
49
|
from poverty, hunger, and homelessness.
|
50
|
5. Five percent of the proceeds shall be used by the |
51
|
foundation for administrative costs directly associated with |
52
|
operations as they relate to the management and distribution of |
53
|
the proceeds.

|
Section 3. This act shall take effect July 1, 2004. |
