6An act relating to specialty license plates; amending ss.
7320.08056 and 320.08058, F.S.; creating the Live the Dream
8license plate; providing for the distribution of annual
9use fees received from the sale of such plates; providing
10an effective date.

12Be It Enacted by the Legislature of the State of Florida:
13
14     Section 1.  Paragraph (ss) is added to subsection (4) of
15section 320.08056, Florida Statutes, to read:
16     320.08056  Specialty license plates.--
17     (4)  The following license plate annual use fees shall be
18collected for the appropriate specialty license plates:
19     (ss)  Live the Dream license plate, $25.
20     Section 2.  Subsection (45) is added to section 320.08058,
21Florida Statutes, to read:
22     320.08058  Specialty license plates.--
23     (45)  LIVE THE DREAM LICENSE PLATES.--
24     (a)  The department shall develop a Live the Dream license
25plate as provided in this section. Live the Dream license plates
26must bear the colors and design approved by the department. The
27word "Florida" must appear at the top of the plate, and the
28words "Live the Dream" must appear at the bottom of the plate.
29     (b)  The proceeds of the annual use fee shall be
30distributed to the Dream Foundation, Inc. The Dream Foundation,
31Inc., shall retain all revenues from the sale of the plate until
32up to $60,000 of its documented startup costs for developing and
33establishing the plate have been recovered. Thereafter, up to 25
34percent shall be used for continuing promotion and marketing of
35the license plate and concept and for administrative costs
36directly associated with operations as they relate to the
37management and distribution of proceeds. The remaining funds
38shall be used in the following manner:
39     1.  Thirty percent shall be distributed as grants for
40programs in this state that provide research, care, and
41treatment for sickle cell disease.
42     2.  Twenty-five percent shall be distributed to the Florida
43chapter of the March of Dimes for programs and services in this
44state that improve the health of babies through the prevention
45of birth defects and infant mortality.
46     3.  Ten percent shall be distributed to the Florida
47Association of Healthy Start Coalitions to decrease racial
48disparity in infant mortality and to increase healthy birth
49outcomes. Funding will be used by local Healthy Start Coalitions
50to provide services and increase screening rates for high-risk
51pregnant women, children under 4 years of age, and women of
52childbearing age.
53     4.  Ten percent shall be distributed to the Community
54Partnership for Homeless, Inc., for programs that provide relief
55from poverty, hunger, and homelessness.
56     Section 3.  This act shall take effect July 1, 2004.
