| 12 | Be It Enacted by the Legislature of the State of Florida: |
| 13 |
|
| 14 | Section 1. Paragraph (ss) is added to subsection (4) of |
| 15 | section 320.08056, Florida Statutes, to read: |
| 16 | 320.08056 Specialty license plates.-- |
| 17 | (4) The following license plate annual use fees shall be |
| 18 | collected for the appropriate specialty license plates: |
| 19 | (ss) Live the Dream license plate, $25. |
| 20 | Section 2. Subsection (45) is added to section 320.08058, |
| 21 | Florida Statutes, to read: |
| 22 | 320.08058 Specialty license plates.-- |
| 23 | (45) LIVE THE DREAM LICENSE PLATES.-- |
| 24 | (a) The department shall develop a Live the Dream license |
| 25 | plate as provided in this section. Live the Dream license plates |
| 26 | must bear the colors and design approved by the department. The |
| 27 | word "Florida" must appear at the top of the plate, and the |
| 28 | words "Live the Dream" must appear at the bottom of the plate. |
| 29 | (b) The proceeds of the annual use fee shall be |
| 30 | distributed to the Dream Foundation, Inc. The Dream Foundation, |
| 31 | Inc., shall retain all revenues from the sale of the plate until |
| 32 | up to $60,000 of its documented startup costs for developing and |
| 33 | establishing the plate have been recovered. Thereafter, up to 25 |
| 34 | percent shall be used for continuing promotion and marketing of |
| 35 | the license plate and concept and for administrative costs |
| 36 | directly associated with operations as they relate to the |
| 37 | management and distribution of proceeds. The remaining funds |
| 38 | shall be used in the following manner: |
| 39 | 1. Thirty percent shall be distributed as grants for |
| 40 | programs in this state that provide research, care, and |
| 41 | treatment for sickle cell disease. |
| 42 | 2. Twenty-five percent shall be distributed to the Florida |
| 43 | chapter of the March of Dimes for programs and services in this |
| 44 | state that improve the health of babies through the prevention |
| 45 | of birth defects and infant mortality. |
| 46 | 3. Ten percent shall be distributed to the Florida |
| 47 | Association of Healthy Start Coalitions to decrease racial |
| 48 | disparity in infant mortality and to increase healthy birth |
| 49 | outcomes. Funding will be used by local Healthy Start Coalitions |
| 50 | to provide services and increase screening rates for high-risk |
| 51 | pregnant women, children under 4 years of age, and women of |
| 52 | childbearing age. |
| 53 | 4. Ten percent shall be distributed to the Community |
| 54 | Partnership for Homeless, Inc., for programs that provide relief |
| 55 | from poverty, hunger, and homelessness. |
| 56 | Section 3. This act shall take effect July 1, 2004. |
