17 Section 41. In order to implement Specific
18 Appropriations 853, 854, 892, 895, 903, 906, 915, 927, and 929
19 of the 2004-2005 General Appropriations Act, subsection (4) of
20 section 413.4021, Florida Statutes, is amended, to read:
21 413.4021 Pilot program participant county selection;
22 tax collection enforcement diversion program.--The Department
23 of Revenue, in coordination with the Florida Association of
24 Centers for Independent Living and the Florida Prosecuting
25 Attorneys Association, shall select four counties in which to
26 operate the pilot program. The association and the state
27 attorneys' offices in Duval County and the four pilot program
28 counties shall develop and implement a tax collection
29 enforcement diversion program, which shall collect revenue due
30 from persons who have not remitted their collected sales tax.
31 The criteria for referral to the tax collection enforcement

1 diversion program shall be determined cooperatively between
2 the state attorneys' offices in those counties and the
3 Department of Revenue.
4 (4) For the 2004-2005 2003-2004 fiscal year only and
5 notwithstanding the provisions of subsection (1), 50 percent
6 of the revenues collected from the tax collection enforcement
7 diversion program shall be deposited into the operating
8 account of the Florida Endowment Foundation for Vocational
9 Rehabilitation, to be used to implement the personal care
10 attendant pilot program and to contract with the state
11 attorneys participating in the tax collection enforcement
12 diversion program in an amount of not more than $50,000 for
13 each state attorney. This subsection expires July 1, 2005
14 2004.
