16 insert:
17 Section 41. In order to implement sections 1 through 6
18 of the 2004-2005 General Appropriations Act, and
19 notwithstanding section 409.017, Florida Statutes, each
20 agency, as defined in section 216.011(1)(qq), Florida
21 Statutes, shall submit to the Governor, the President of the
22 Senate, and the Speaker of the House of Representatives, no
23 later than July 1, 2004, a report required by section 409.017
24 that documents the specific activities undertaken in support
25 of this section. The report must include, but is not limited
26 to, a statement of the total amount of federal matching funds
27 generated by local matching funds under this section, reported
28 by federal funding source; the total amount of block grant
29 funds expended during the previous fiscal year, reported by
30 federal funding source; the total amount for federal matching
31 fund programs, including, but not limited to, Temporary

1 Assistance for Needy Families and Child Care and Development
2 Fund, of unobligated funds and unliquidated funds, both as of
3 the close of the previous federal fiscal year; the amount of
4 unliquidated funds that is in danger of being returned to the
5 Federal Government at the end of the current federal fiscal
6 year; and a detailed plan and timeline for spending any
7 unobligated and unliquidated funds by the end of the current
8 federal fiscal year. The report must include, but is not
9 limited to, a detailed plan identifying programs and
10 mechanisms currently in place and to be put into place during
11 the 2004-2005 fiscal year to implement section 409.017,
12 Florida Statutes, including identifying the agency's contact
13 person for each federal funding stream for which local match
14 under this section may apply.
