14 On page 4, line 23, through page 5, line 24, delete
15 those lines

17 and insert:

19 (5) DUTIES.--
20 (a) The council shall advise the commission on matters
21 relating to the obsolete MARAD and U.S. Navy vessel transfer
22 program.
23 (b) The council shall review applications from Florida
24 counties and municipalities for placement of MARAD and U.S.
25 Navy decommissioned vessels in Florida waters as artificial
26 reefs.
27 (c) The council shall rank donation transfer
28 applications for such vessels using federal evaluation
29 criteria and shall recommend to the commission sites within
30 the state for placement of such vessels.
31 (d) The council shall assist the commission in the

1 development of a master site plan for the purposes of
2 maximizing the number and type of vessels for placement in
3 Florida waters.
4 (6) TERM.--The council shall expire on December 31,
5 2006.
6 Section 1. This act shall take effect July 1, 2004.

11 On page 1, line 9 through 16, delete those lines

13 and insert:

19 effective date.
