1 A bill to be entitled
2 An act relating to license plates; amending ss.
3 320.08056 and 320.08058, F.S.; creating a
4 Florida National Guard license plate; providing
5 for the distribution of annual use fees
6 received from the sale of such plates;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (ss) is added to subsection (4)
12 of section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (ss) Florida National Guard license plate, $25.
17 Section 2. Subsection (45) is added to section
18 320.08058, Florida Statutes, to read:
19 320.08058 Specialty license plates.--
20 (45) FLORIDA NATIONAL GUARD LICENSE PLATES.--
21 (a) The department shall develop a Florida National
22 Guard license plate as provided in this section. The word
23 "Florida" must appear at the top of the plate, and the words
24 "National Guard" must appear at the bottom of the plate.
25 (b) The annual use fees shall be distributed to the
26 For Giving Foundation, Inc., to fund the Florida National
27 Guard Foundation and faith-based tax-exempt organizations in
28 this state. The For Giving Foundation shall distribute the
29 funds received as follows:
30 1. It may retain all proceeds until all costs for
31 developing the plate have been recovered.

1 2. It may expand a maximum of 5 percent of the
2 proceeds for administrative costs directly associated with its
3 operations.
4 3. It may expand a maximum of 20 percent of the
5 proceeds to promote and market the plate.
6 4. It shall distribute 50 percent of the proceeds to
7 the Florida National Guard Foundation.
8 5. It shall distribute 25 percent of the proceeds to
9 faith-based tax-exempt organizations in this state.
10 Section 3. This act shall take effect July 1, 2004.
