  1                      A bill to be entitled

  2         An act relating to the Governor's recommended

  3         budget; amending s. 216.163, F.S.; requiring

  4         the budget to include additional forecasts;

  5         providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8  

  9         Section 1.  Paragraph (h) is added to subsection (2) of

10  section 216.163, Florida Statutes, to read:

11         216.163  Governor's recommended budget; form and

12  content; declaration of collective bargaining impasses.--

13         (2)  The Governor's recommended budget shall also

14  include:

15         (h)  A 3, 5, and 10-year forecast of projected state

16  revenue collections, expenditures, needs, and future

17  commitments, including documentation of any planned debt

18  issuance or projections of the need to issue debt to address

19  future state needs.

20         Section 2.  This act shall take effect July 1, 2004.
