  1                      A bill to be entitled

  2         An act relating to license plates; amending ss.

  3         320.08056, 320.08058, F.S.; creating a Kids

  4         Deserve Justice license plate; providing for

  5         the distribution of annual use fees received

  6         from the sale of such plates; providing an

  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Paragraph (ss) is added to subsection (4)

12  of section 320.08056, Florida Statutes, to read:

13         320.08056  Specialty license plates.--

14         (4)  The following license plate annual use fees shall

15  be collected for the appropriate specialty license plates:

16         (ss)  Kids Deserve Justice license plate, $25.

17         Section 2.  Subsection (45) is added to section

18  320.08058, Florida Statutes, to read:

19         320.08058  Specialty license plates.--

20         (45)  KIDS DESERVE JUSTICE LICENSE PLATES.--

21         (a)  The department shall develop a Kids Deserve

22  Justice license plate as provided in this section. The word

23  "Florida" must appear at the top of the plate, and the words

24  "Kids Deserve Justice" must appear at the bottom of the plate.

25         (b)  The annual use fees shall be distributed to the

26  Florida Bar Foundation, Inc., which shall use the funds to

27  operate a grant award process to fund legal services programs

28  for children, including legal services programs, programs to

29  obtain federal benefits for disabled children, programs to

30  obtain testing and services required by law for

31  learning-disabled children, and programs to obtain permanent

 1  placement for abused and neglected children. The foundation

 2  may retain all proceeds until all costs for developing the

 3  plate have been recovered.

 4         Section 3.  This act shall take effect July 1, 2004.
