1 A bill to be entitled
2 An act relating to biomedical training;
3 creating the Center for Excellence in
4 Biomedical Training and Investigation;
5 providing for selection of a university to
6 house the center; providing duties; requiring a
7 report; providing an appropriation; providing
8 an effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. The Center for Excellence in Biomedical
13 Training and Investigation is create. The State Board of
14 Education, by September 1, 2004, shall designate a public
15 university in this state to house the center.
16 (2) The public university at which the center will be
17 located must:
18 (a) Contain colleges of medicine, dentistry, pharmacy,
19 and veterinary medicine;
20 (b) Be accredited by the appropriate accreditation
21 bodies;
22 (c) Be authorized to confer M.D., Ph.D., D.M.D.,
23 D.V.M., and Pharm. D. degrees; and
24 (d) Be able to raise $10 million in matching private
25 funding.
26 (3) The center shall work with The Scripps Research
27 Institute and other research organizations to:
28 (a) Provide training for biomedical investigators;
29 (b) Develop a program to provide a professional
30 workforce to enhance biomedical research in this state;

1 (c) Develop and conduct translational research
2 initiatives that are the direct outgrowth of fundamental
3 research in drug discovery, genetics, cancer, and
4 neuroscience, including Alzheimer's disease and brain trauma
5 and memory loss;
6 (d) Create research and educational opportunities for
7 medical students, graduate students, and postdoctoral fellows
8 on regional campuses developed with local health care and
9 research facilities;
10 (e) Provide training opportunities with the National
11 Institutes of Health-funded investigators from college of
12 medicine, pharmacy, dentistry, and veterinary medicine;
13 (f) Provide technology-intense environments for
14 training and research; and
15 (g) Provide a report detailing its findings and
16 achievements to the State Board of Education, the Governor,
17 the President of the Senate, and the Speaker of the House of
18 Representatives by September 1, 2005.
19 Section 2. The sum of $10 million is appropriated from
20 the General Revenue Fund to fund the Center for Excellence in
21 Biomedical Training and Investigation.
22 Section 3. This act shall take effect July 1, 2004.
