1 Senate Memorial No. ____
2 A memorial requesting the Congressional
3 Delegation of the State of Florida to support
4 the President's effort to protect the United
5 States from terrorists and prevent the
6 proliferation of weapons of mass destruction.

8 WHEREAS, in the immortal words of former President
9 Franklin Delano Roosevelt, "When you see a rattlesnake poised
10 to strike, you do not wait until he has struck before you
11 crush him," and
12 WHEREAS, the terrorist attacks of September 11, 2001,
13 showed that new deadly challenges have emerged from rogue
14 states and terrorist, and
15 WHEREAS, the proliferation of weapons of mass
16 destruction has fundamentally changed the nature of threats
17 against the United States and our allies, and
18 WHEREAS, a coordinated chemical, biological, or nuclear
19 attack against the United States or our allies will cost the
20 lives of millions of innocent Americans and other individuals,
21 as well as cause immeasurable damage to the economy of the
22 world and the United States, and
23 WHEREAS, the United States cannot wait patiently and
24 allow radical regimes that support terrorism to acquire or
25 manufacture illegal weapons of mass destruction and pass them
26 onto terrorist organizations, and
27 WHEREAS, if the United States does not meet this
28 terrorist threat in the streets of Baghdad and Kandahar,
29 Americans will be forced to fight them in Boston and Kansas
30 City, and

1 WHEREAS, President Bush has correctly stated that the
2 Unites Sates has the right to defend the United States or our
3 allies if the world community refuses to enforce the rule of
4 law to deter or remove future threats from tyrannical regimes
5 and the proliferation of weapons of mass destruction, NOW,
6 THEREFORE,

8 Be It Resolved by the Legislature of the State of Florida:
9
10 That Florida's Representatives and Senators to the
11 Congress of the United States are requested to support
12 President Bush and his efforts to keep the United States and
13 our allies safe from terrorist, dangerous authoritarian
14 regimes, and weapons of mass destruction.
15 BE IT FURTHER RESOLVED that copies of this memorial be
16 dispatched to the President of the United States, to the
17 President of the United States Senate, to the Speaker of the
18 United States House of Representatives, and to each member of
19 the Florida delegation to the United States Congress.
