1 A bill to be entitled
2 An act relating to pugilistic exhibitions;
3 providing a short title; amending s. 548.006,
4 F.S.; requiring any amateur boxing, kickboxing,
5 or mixed martial arts match held in this state
6 to be sanctioned by a sanctioning body approved
7 by the Florida State Boxing Commission;
8 providing restrictions on such approval;
9 amending s. 548.007, F.S., relating to
10 applicability of ch. 548, F.S., to amateur
11 matches and certain other matches or events, to
12 conform; amending s. 548.008, F.S.; increasing
13 the penalties for participating in or promoting
14 a professional or amateur toughman or badman
15 match; establishing a commission to study the
16 possibility of creating an oversight committee
17 responsible for the approval of sanctioning
18 bodies required under ch. 548, F.S.; providing
19 for membership, organization, and meetings;
20 authorizing per diem and reimbursement for
21 travel expenses in the conduct of official
22 business; requiring a report; providing for
23 termination of the commission upon submission
24 of the report; providing an effective date.

26 Be It Enacted by the Legislature of the State of Florida:
27
28 Section 1. This act shall be cited as the "Stacy Young
29 Act."
30 Section 2. Subsection (4) is added to section 548.006,
31 Florida Statutes, to read:

1 548.006 Power of commission to control pugilistic
2 contests and exhibitions; certification of competitiveness of
3 mixed martial arts and kickboxing matches.--
4 (4) Any amateur boxing, kickboxing, or mixed martial
5 arts match held in this state must be sanctioned by a
6 sanctioning body approved by the commission. The commission
7 may not approve any sanctioning body whose sanctioning
8 requirements are less stringent than those of USA Boxing.
9 Section 3. Section 548.007, Florida Statutes, is
10 amended to read:
11 548.007 Applicability of act to amateur matches and
12 certain other matches or events.--With the exception of ss.
13 548.006(4) and s. 548.008, ss. 548.001-548.079 do not apply
14 to:
15 (1) Any match in which the participants are amateurs;
16 (2) Any match conducted or sponsored by a university,
17 college, or secondary school if all the participants are
18 students regularly enrolled in the institution;
19 (3) Any match conducted or sponsored by a nationally
20 chartered veterans' organization registered with the state;
21 (4) Any match conducted or sponsored by any company or
22 detachment of the Florida National Guard; or
23 (5) Any official Olympic event.
24 Section 4. Subsection (2) of section 548.008, Florida
25 Statutes, is amended to read:
26 548.008 Toughman and badman competition prohibited.--
27 (2) Any person participating in or promoting a
28 professional or amateur toughman or badman match commits is
29 guilty of a felony misdemeanor of the third second degree,
30 punishable as provided in s. 775.082, or s. 775.083, or s.
31 775.084.

1 Section 5. There is established a commission to study
2 the possibility of creating an oversight committee responsible
3 for the approval of sanctioning bodies required under chapter
4 548, Florida Statutes. The commission shall consist of 11
5 members, of whom the Governor shall appoint four members, the
6 President of the Senate shall appoint three members, and the
7 Speaker of the House of Representatives shall appoint three
8 members. The chair of the Florida State Boxing Commission
9 shall be an ex officio, voting member and the chair of the
10 study commission. The appointees should be broadly
11 representative of the leading combative competition
12 organizations and governing bodies, such as USA Boxing, Golden
13 Gloves, International Kickboxing Federation, International
14 Sport Combat Federation, and the Olympic Committee. The
15 commission shall meet as soon as possible after the effective
16 date of this act to organize and conduct its business and may
17 meet subsequently at the call of the chair. Six members
18 constitute a quorum and the concurrence of four members is
19 necessary for official action. Members of the commission may
20 receive per diem and be reimbursed for travel expenses as
21 provided in section 112.061, Florida Statutes, in the conduct
22 of official business. The commission shall report its findings
23 by February 2, 2005, to the Governor, the President of the
24 Senate, and the Speaker of the House of Representatives and
25 shall expire upon the submission of its report.
26 Section 6. This act shall take effect upon becoming a
27 law.
