11  Senator Peaden moved the following amendment:

13         Senate Amendment 
14         On page 75, line 25, through
15            page 76, line 7, delete those lines
16  
17  and insert:  
18         2.  Initial rates for plan coverage shall be limited to
19  no more than 300 percent of rates established for individual
20  standard risks as specified in s. 627.6675(3)(c). Subject to
21  the limits provided in this paragraph, subsequent rates shall
22  be established to provide fully for the expected costs of
23  claims, including recovery of prior losses, expenses of
24  operation, investment income of claim reserves, and any other
25  cost factors subject to the limitations described herein, but
26  in no event shall premiums exceed the 300-percent rate
27  limitation provided in this section. Notwithstanding the
28  300-percent rate limitation, sliding scale premium surcharges
29  based upon the insured's income may apply to all enrollees.
