  1                      A bill to be entitled

  2         An act relating to charter technical career

  3         centers; amending s. 1002.34, F.S.; providing

  4         guidelines relating to funding for dual

  5         enrollment instruction of public school

  6         students provided at the Volusia/Flagler

  7         Advanced Technology Center; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Subsection (11) of section 1002.34, Florida

13  Statutes, is amended to read:

14         1002.34  Charter technical career centers.

15         (11)  FUNDING.--

16         (a)  Notwithstanding any other provision of law, funds

17  for dual enrollment instruction of public school students

18  provided at the Volusia/Flagler Advanced Technology Center

19  must be provided in an amount equal to that which would be

20  provided for the hours of instruction which would be necessary

21  to earn the FTE and the funding for an equivalent course if it

22  were taught in the school district.

23         (b)(a)  Each district school board and community

24  college that sponsors a charter technical career center shall

25  pay directly to the center an amount stated in the charter.

26  State funding shall be generated for the center for its

27  student enrollment and program outcomes as provided in law.  A

28  center is eligible for funding from the Florida Workforce

29  Development Education Fund, the Florida Education Finance

30  Program, and the Community College Program Fund, depending

31  upon the programs conducted by the center.

 1         (c)(b)  A center may receive other state and federal

 2  aid, grants, and revenue through the district school board or

 3  community college board of trustees.

 4         (d)(c)  A center may receive gifts and grants from

 5  private sources.

 6         (e)(d)  A center may not levy taxes or issue bonds, but

 7  it may charge a student tuition fee consistent with authority

 8  granted in its charter and permitted by law.

 9         (f)(e)  A center shall provide for an annual financial

10  audit in accordance with s. 218.39.

11         (g)(f)  A center must provide instruction for at least

12  the number of days required by law for other public schools or

13  community colleges, as appropriate, and may provide

14  instruction for additional days.

15         Section 2.  This act shall take effect July 1, 2004.
