4     On page 43, between line(s) 11 and 12,
5insert:
6     (8)  EXAMINATIONS.--
7     (b)  The State Board of Education shall, by rule, specify
8the examination scores that are required for the issuance of a
9professional certificate and temporary certificate. Such rules
10must define generic subject area competencies and must establish
11uniform evaluation guidelines. Individuals who apply for their
12professional certificate may demonstrate mastery of general
13knowledge pursuant to an alternative method specified by state
14board rule which must:
15     1.  Apply only to an applicant who has successfully
16completed all prerequisites for issuance of the professional
17certificate, except passing one specific subtest of the General
18Knowledge Test, and who has taken and failed to achieve a
19passing score on that subtest at least four times.
20     2.  Require notification from the superintendent of the
21employing school district, the governing authority of the
22employing developmental research school, or the governing
23authority of the employing state-supported school or nonpublic
24school that the applicant has satisfactorily demonstrated
25mastery of the subject area covered by that specific subtest
26through successful experience in the professional application of
27generic subject area competencies and proficient academic
28performance in that subject area. The decision of the
29superintendent or governing authority shall be based on a review
30of the applicant's official academic transcript and notification
31from the applicant's principal, a peer teacher, and a district-
32level supervisor that the applicant has demonstrated successful
33professional experience in that subject area.
