6An act relating to appearances before legislative
7committees; defining "legislative committee"; providing
8that a person who testifies before a legislative committee
9shall be considered under oath; providing for penalties
10for falsely testifying; requiring the signing of an
11appearance card; providing required contents of the
12appearance card; providing an effective date.

14Be It Enacted by the Legislature of the State of Florida:
15
16     Section 1.  Appearance card required for testifying before
17a legislative committee; implied oath.--
18     (1)  For purposes of this section, the term "legislative
19committee" means any committee, subcommittee, select committee,
20conference committee, joint committee, or council of either or
21both chambers of the Legislature.
22     (2)  A person who testifies before a legislative committee
23shall be considered to be under oath and, if he or she willfully
24testifies falsely, is subject to penalties for perjury as
25provided by law.
26     (3)  Before testifying before a legislative committee, a
27person must complete an appearance card that includes, but need
28not be limited to, the person's name and address, the
29organization that he or she represents, if any, and the person's
30signature. The card must contain a notice, printed in legible
31type and located above the signature line, which states that by
32signing the card the person acknowledges being under oath and
33subject to penalties for perjury if he or she does not testify
34truthfully.
35     Section 2.  This act shall take effect July 1, 2004.
