2 A resolution commending Frederick B. Karl.

4 WHEREAS, Frederick B. Karl was born in Daytona Beach to
5 the late Fred J. and Mary Karl and attended the University of
6 Florida before earning a law degree from Stetson University,
7 and
8 WHEREAS, Mr. Karl served in the United States Army and
9 served as Tank Platoon Leader in the 20th and 2nd Armored
10 Divisions, where he was awarded the Silver and Bronze Stars
11 and the Purple Heart medal, and
12 WHEREAS, Mr. Karl thereafter began a career in the
13 public sector, including serving as State Representative, as
14 State Senator, and as the first legislatively appointed Public
15 Counsel, and
16 WHEREAS, Mr. Karl became Justice Karl when he was
17 elected to the Florida Supreme Court, the last elected
18 Justice, and
19 WHEREAS, Mr. Karl co-authored Law Review articles used
20 by the Legislature when considering impeachment or executive
21 suspension, and
22 WHEREAS, Mr. Karl has served in other capacities,
23 including attorney for the Volusia County School District and
24 the Cities of Ormond Beach and Daytona Beach before relocating
25 to Tampa, and
26 WHEREAS, Mr. Karl became Special Counsel, Chief Legal
27 Officer, and Administrator to Hillsborough County before
28 becoming President and Chief Executive Officer of Tampa
29 General Hospital, and

1 WHEREAS, Mr. Karl then retired but was called back as
2 Attorney for the City of Tampa in March 2003, a position from
3 which he retired April 2, 2004, and
4 WHEREAS, Mr. Karl has received awards for his service,
5 ranging from Florida Trend Magazine's "Florida's Most
6 Influential Men" to the Equal Opportunity Employer of the Year
7 by the Tampa-Hillsborough Urban League, while also serving on
8 a variety of boards too numerous to mention, and
9 WHEREAS, Mr. Karl was known and regarded for his
10 intelligence, eloquence, and capability of facilitating
11 compromise, being called a "brilliant public servant" by the
12 Tampa Tribune, a description echoed throughout the community,
13 NOW, THEREFORE,

15 Be It Resolved by the Senate of the State of Florida:
16
17 That Frederick B. Karl is recognized for his
18 contributions to Florida, Hillsborough County, and the City of
19 Tampa in serving with distinction for almost half a century in
20 both elected and the highest level of senior management
21 positions.
22 BE IT FURTHER RESOLVED that a copy of this resolution
23 be presented to Frederick B. Karl as a tangible token of the
24 sentiments of the Florida Senate.
