14 On page 14, line 16, through page 15, line 17, delete
15 those lines

17 and insert:
18 (2) The educational requirements must include training
19 in the following:
20 (a) Professionally accepted standards for
21 prekindergarten programs, child development, and strategies
22 and techniques to address the age-appropriate progress of
23 prekindergarten students in attaining the performance
24 standards adopted by the department under s. 1002.65;
25 (b) Strategies that allow students with disabilities
26 and other special needs to derive maximum benefit from the
27 Florida Prekindergarten Education Program; and
28 (c) Program administration and operations, including
29 management, organizational leadership, and financial and legal
30 issues.
31 (3) The prekindergarten director credential must meet

1 or exceed the requirements of the Department of Children and
2 Family Services for the child care facility director
3 credential under s. 402.305(2)(f), and successful completion
4 of the prekindergarten director credential satisfies these
5 requirements for the child care facility director credential.
6 (4) The department shall, to the maximum extent
7 practicable, award credit to a person who successfully
8 completes the child care facility director credential under s.
9 402.305(2)(f) for those requirements of the prekindergarten
10 director credential which are duplicative of requirements for
11 the child care facility director credential.
12 1002.59 Emergent literacy training course.--By January
13 1, 2005, the department, with the advice of the advisory
14 council, shall adopt minimum standards for a training course
15 in emergent literacy for teachers and child care personnel of
16 the Florida Prekindergarten Education Program. The course
17 shall comprise 5 clock hours and shall provide instruction in
18 strategies and techniques to address the age-appropriate
19 progress of prekindergarten students in the development of
20 emergent literacy skills, including oral communication,
21 knowledge of print and letters, phonemic and phonological
22 awareness, and vocabulary and comprehension development. The
23 course shall also provide resources containing strategies that
24 allow students with disabilities and other special needs to
25 derive maximum benefit from the Florida Prekindergarten
26 Education Program. The
