17 and insert:
18 Section 22. (1) The sum of $7 million in nonrecurring
19 funds is appropriated from the General Revenue Fund to the
20 Department of Education for implementation of the summer
21 prekindergarten demonstration program under section
22 1002.61(5), Florida Statutes, during the 2003-2004 fiscal
23 year, and for nonrecurring startup costs for the Voluntary
24 Prekindergarten Education Program during fiscal year
25 2004-2005. The Department of Education may use any funds
26 remaining after implementation of the summer prekindergarten
27 demonstration program in accordance with the research design
28 developed under section 1002.61(5)(b), Florida Statutes, for
29 nonrecurring startup costs for the Voluntary Prekindergarten
30 Education Program, subject to approval by the Legislative
31 Budget Commission of the allocation among specific

1 appropriation categories of funds for these nonrecurring
2 startup costs.
3 (2) Notwithstanding section 1002.69, Florida Statutes,
4 each demonstration district's allocation of funds appropriated
5 under subsection (1) shall be based upon the district's
6 student enrollment in the demonstration program. Each
7 demonstration district's student enrollment in the
8 demonstration program, and the demographic composition of the
9 student enrollment, must be consistent with the research
10 design developed under section 1002.61(5)(b), Florida
11 Statutes. A full-time equivalent student in the summer
12 prekindergarten demonstration program shall be 300 hours, and
13 the base student allocation for the demonstration program
14 shall be $2,500 per full-time equivalent student. Each
15 district's allocation per full-time equivalent student shall
16 be calculated by multiplying the base student allocation by
17 the district cost differential provided in section 1011.62(2),
18 Florida Statutes.
19 (3) Each demonstration school must have at least one
