13         Senate Amendment (with title amendment) 
14         On page 78, between lines 7 and 8,

16  insert:
17         Section 9.  Section 402.265, Florida Statutes, is
18  created to read:
19         402.265  Unauthorized transfers.--Notwithstanding any
20  other law to the contrary, the Department of Children and
21  Family Services may not transfer to the Department of
22  Education, through an interagency agreement or through any
23  other means, any of the department's powers, duties,
24  functions, rules, records, personnel, property, or unexpended
25  balances of appropriations, allocations, or other funds, any
26  of which have been or which may be authorized for the Child
27  Care Services Program Office or for administration of ss.
28  402.25-402.319, without specific legislative authority by
29  express reference to this section.
