  1                      A bill to be entitled

  2         An act relating to the City of Weeki Wachee,

  3         Hernando County; prohibiting the City of Weeki

  4         Wachee from exercising the right of eminent

  5         domain; prohibiting the annexation of land;

  6         limiting the amount of ad valorem taxes that

  7         may be assessed; providing for rules governing

  8         municipal elections; transferring

  9         responsibility for city finances to the Clerk

10         of the Circuit Court of Hernando County;

11         providing an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14  

15         Section 1.  Notwithstanding the provisions of part IV

16  of chapter 166, Florida Statutes, or any other applicable law

17  or ordinance, the City of Weeki Wachee may not exercise the

18  right and power of eminent domain.

19         Section 2.  Notwithstanding the provisions of chapter

20  171, Florida Statutes, or any other applicable law or

21  ordinance, the municipal boundaries of the City of Weeki

22  Wachee may not be changed through annexation.

23         Section 3.  The amount of ad valorem taxes levied by

24  the City of Weeki Wachee annually on real and personal

25  property within the geographic boundaries of the city may not

26  exceed 3 mills on the dollar of the total assessed valuation

27  of the property.

28         Section 4.  All municipal elections in the City of

29  Weeki Wachee shall be conducted and supervised by the

30  supervisor of elections of Hernando County under rules

31  governing general elections in the county.

 1         Section 5.  The Clerk of the Circuit Court of Hernando

 2  County shall act as ex officio clerk and treasurer for the

 3  City of Weeki Wachee and shall be responsible for all

 4  financial transactions of the city.

 5         Section 6.  This act shall take effect upon becoming a

 6  law.
