2 A resolution commending and honoring
3 Congressman C. W. "Bill" Young.

5 WHEREAS, C. W. "Bill" Young was born December 16, 1930,
6 in Harmarville, Pennsylvania, and in 1945, at age 15, moved to
7 Pinellas County, Florida, the place where he has since resided
8 and called home, and
9 WHEREAS, registered as a member of the Republican
10 Party, in 1959, Bill Young successfully ran for the office of
11 State Senator from the 11th Senate District (Pinellas County)
12 to succeed the only Republican then serving in the Florida
13 Senate, Senator J. Frank Houghton, whose term of office was
14 expiring, thereby becoming the third Republican to serve in
15 the Florida Senate in the 20th century, and
16 WHEREAS, a true pioneer in leading the way for members
17 of the Republican Party to seek and obtain a prominent role in
18 determining the governance of Florida, over the 10-year period
19 from 1960 to 1970, Senator Young ran and was reelected to
20 represent Pinellas County in the Florida Senate for
21 consecutive terms, inspiring other qualified Republicans to do
22 the same, and by 1970 was joined by 15 other Republican
23 Senators, bringing to 16 the number of Republicans serving in
24 the Florida Senate, and
25 WHEREAS, while serving in the Florida Senate, Senator
26 Young exemplified outstanding statesmanship, distinguishing
27 himself through an astute knowledge and use of the Senate
28 rules to facilitate efficiency in the parliamentary process,
29 and
30 WHEREAS, Senator Young served as Chair of the Committee
31 on Transportation and Safety, served as a member of the

1 committees on Banking, Securities and Loans, Intergovernmental
2 and Veterans Affairs and Communications, Finance and Taxation,
3 and Rules and Calendar, and served as Republican Leader from
4 1968 until 1970, and
5 WHEREAS, in 1970, Senator Young left the Florida Senate
6 to run for election to the seat in the United States House of
7 Representatives being vacated by then-Congressman William C.
8 Cramer, and has since represented Pinellas County and the
9 State of Florida with remarkable effectiveness, having
10 diligently worked his way through the seniority system of
11 Congressional governance to rise to his present level of
12 leadership, the trusted position of Chair of the powerful
13 House Appropriations Committee, one of the most critically
14 important public offices in the world, and
15 WHEREAS, recognized internationally as a leader in
16 advocating for the funding needed to extend adequate health
17 care to veterans and all Americans, Congressman Young has
18 introduced legislation that doubled funding over 5 years for
19 biomedical research conducted by the National Institutes of
20 Health and provided the funding needed to continue the
21 National Marrow Donor Program, resulting in the Department of
22 Defense establishing the "C. W. 'Bill' Young Department of
23 Defense Marrow Donor Center," and
24 WHEREAS, as the senior member of the Florida
25 Congressional Delegation, Congressman Young has continually
26 demonstrated the dynamic leadership that distinguishes his
27 many years of public service, enthusiastically assisting his
28 Congressional colleagues in supporting legislative initiatives
29 to serve the needs of Floridians and all Americans, NOW,
30 THEREFORE,

1 Be It Resolved by the Senate of the State of Florida:

3 That Congressman C. W. "Bill" Young is commended for
4 his tireless dedication to the people who reside in Pinellas
5 County and the State of Florida, for his exemplary
6 statesmanship as a member of the Florida Senate and the United
7 States House of Representatives, and for his accomplishments
8 in advocating legislation securing the peace and prosperity
9 for all Americans.
10 BE IT FURTHER RESOLVED that April 14, 2004, is
11 recognized as "Congressman C. W. 'Bill' Young Day" in the
12 state of Florida.
